THE heavy downpour brought by an active low-pressure area (LPA) took two lives
in Camarines Sur and sent people fleeing their homes in the Bicol region and
parts of Mindanao. The National Disaster Risk Reduction and Management Council
(NDRRMC) identified the fatalities as Lea Alarcio, 18, and Agripina Minante, 81,
who drowned when a flashflood hit Lagonoy on February 12.
Evacuations were reported in Albay province, Gingoog City and Sarangani
province.
Floods swamped 13 villages in Libon, Polangui and Jovellar in Bicol while
landslides and rockslides were reported in several villages in Cebu and Negros
Oriental.
The Bicol region suffered P8 million in production loss because of damage to
220 hectares of rice fields.
The Albay Povincial Disaster Risk Reduction and Management Council suspended
classes across the province yesterday as the authorities due to the said weather
disturbance.
Albay Gov. Joey Salceda said the suspension of classes at the preschool,
elementary and high school levels was upon the advice of the Office of Civil
Defense and the RDRRMC.
He said it was a standard public safety measure to ensure no casualties.
"Due to the potential negative effects of the thick cloudiness associated
with a low-pressure area it was estimated that rains with a volume of 10-18
millimeters per hour would affect the province today," Salceda said.
Local disaster councils in the province's 15 towns and three cities were
advised to be on high alert and to prepare people in low lying and
landslide-prone for possible evacuation.
Residents were also warned not to cross swelling rivers and artificial pools
of water while those living near mountain slopes were advised to take
precautionary measures in the face of possible landslides.
The military was asked to preposition trucks and other military vehicles in
the towns of Libon, Oas and Polangui and Ligao City, areas known to be prone to
floods and landslides.

Rains trigger power outages in Naga Published :

NAGA City -- Continuous rains for the last two days damaged a major
sub-station supplying 20 MBA of electricity in 19 villages of the city and
neighboring towns of Minalabac and Milaor, Cam. Sur, causing power outages in at
least 45 percent of Naga's commercial and residential areas since Sunday night.
In a report from Camarines Sur Electric Cooperative II (Casureco II)
Engineering Department Manager Rolando A. Pante, the power outages since Sunday
night affected Feeder 5, covering three city barangays and two towns; Feeder 8
(seven barangays), and Feeder 6 (nine barangays) in the city.
Spokesman for Casureco II former board of director Rojo said the heavy rains
since Sunday had grounded the transformer regulating power supply in the three
major feeder stations while the engineering department of Casureco II has worked
to restore power in the city til Monday night.
However, Rojo said, rotation brownouts will be experienced in the city due to
power sharing with other stations in the next two days until the transformer is
repaired.
The Environment Disaster Management and Emergency Response Office (EDMERO)
reported that rains also triggered flash floods in upper Monte Calvario, Buhi,
Camarines Sur, which claimed the life of a resident.
Landslides were reported to have hit the Sangay-Tiwi Road, trapping pilgrims
going to Tiwi, Albay.
Landslides also hit Bgy. Borabod, Garchitorena, but no casualties were
reported. Flash floods also occurred at a hollow portion of Andaya Highway in
Ragay, Camarines Sur.
