FINANCIAL CRISIS BOTH IMPROVED, WORSENED PHL WORKING
CONDITIONS

M. Arcibal - An agency of the United Nations found both positive and negative
impacts of the global financial crisis on the Philippines' employment
conditions.
According to the International Labour Organization's "World of Work Report
2012: Better Jobs for a Better Economy", the Philippines was one of the 17
countries where employment rates increased despite the crisis.
"...Brazil, China, and the Philippines all performed relatively well during
the global crisis in terms of employment and also managed to improve their
investment to GDP ratio. Between 2007 and 2010, Brazil's investment to GDP ratio
increased by 0.9 percentage points; while the unemployment rate fell by
2.6-percentage points in Brazil and remained virtually flat in China and the
Philippines," the report said.
The report said Brazil allocated and spent $396 billion between 2007 and 2010
to public infrastructure development, while public investment was identified as
a growth driver both for the Philippines and China.
The study also said the Philippines was one of the several countries where
inequality decreased during the crisis period.
However, the ILO said landlessness increased over the past decades in the
Philippines. The agriculture sector, which employs most poor Filipinos, remains
one of the major employment sectors in the Philippines.
"Related to the issue of access to food is the issue of access to land, which
is quite skewed in developing economies....Land has become increasingly
concentrated in the hands of a few landowners and landlessness has been
increasing over the past decades in a number of countries (Bangladesh, Cambodia,
the Philippines and Thailand)," the ILO said.
Also, Philippines is one of the two countries identified where there in no
significant change in poverty rates during the crisis period. The other country
is Malaysia.
The failure of the improvement in the country's poverty rate was a marked
contrast to the general performance of developing economies.
"In about three-quarters of the developing economies there was a decline in
national poverty rates between pre-crisis and crisis periods, which was most
marked in the Latin American region followed by the Asian countries and Uganda
and Rwanda in the African region," the ILO said.
The poverty situation is worsened by unemployment, the ILO said.
"The social impact of the current global crisis has been manifold, as rising
unemployment and falling incomes further deepen poverty and worsen inequality in
certain countries. In many of the developing economies, the informal sector
labor force has expanded with the entry of the unemployed from the formal
sector," the ILO said.
Meanwhile, the ILO also said that despite signs that economic growth has
resumed in some regions, the global employment situation is alarming and shows
no sign of recovery in the near future.
The ILO said around 50 million jobs are still missing compared to the
situation that existed before the crisis. It also warns that a new and more
problematic phase of the global jobs crisis is emerging.
The missing jobs are owing to the shift in many governments, especially in
advanced economies, to prioritize a combination of fiscal austerity and tough
labour market reforms. The report said such measures have devastating
consequences on labor markets in general and job creation in particular. They
have also mostly failed to reduce fiscal deficits.
"The narrow focus of many Eurozone countries on fiscal austerity is deepening
the jobs crisis and could even lead to another recession in Europe", said
Raymond Torres, Director of the ILO Institute for International Labour Studies
and lead author of the report.
"Countries that have chosen job-centred macroeconomic policies have achieved
better economic and social outcomes", added Torres. "Many of them have also
become more competitive and have weathered the crisis better than those that
followed the austerity path. We can look carefully at the experience of those
countries and draw lessons."
Second, in advanced economies, many jobseekers are demoralized and are losing
skills, something which is affecting their chances of finding a new job. Also,
small companies have limited access to credit, which in turn is depressing
investment and preventing employment creation. In these countries, especially in
Europe, job recovery is not expected before the end of 2016 – unless there is a
dramatic shift in policy direction.
Third, in most advanced economies, many of the new jobs are precarious.
Non-standard forms of employment are on the rise in 26 out of the 50 economies
with available information.
There are, however, a few countries that managed to generate jobs while
improving the quality of employment, or at least one aspect of it. For example,
in Brazil, Indonesia and Uruguay employment rates have increased while the
incidence of informal employment has declined. This was mainly due to the
introduction of well-designed employment and social policies.

Joseph Peter R. Gonzales - AFTER the drama series Sa Ngalan ng Ina, many of Nora
Aunor's fans wonder what their idol's next official project will be. There were
talks of a movie and a regular soap plus a birthday concert. It will be to their
delight that the Superstar is presently busy doing a film with internationally
acclaimed director Brillante "Dante" Mendoza.
"That's right!" says Guy. "The movie is titled Thy Womb. I'm with Lovi Poe
and Bembol Rocco here. It's exciting because we're using Tawi-Tawi as backdrop.
Viewers will see its beauty in the movie. I believe this will be fielded in
various international film festivals."
The showbiz icon (who many believe is qualified to be the country's next
National Artist considering her long list of accomplishments) is keen on doing
movies rather than soap operas at this point.
"Actually, TV 5 is preparing a grand soap for me which will have a normal run
unlike Sa Ngalan ng Ina's one month. But I prefer to do movies this time since
it's not that rigid. Soaps can be very taxing and draining, both physically and
emotionally. Everyone knows my medical condition. My throat problem is not yet
totally cured."
Nora is also concerned with her screen registry.
"That's another thing! When you're doing TV, viewers can get critical when it
comes to your appearance. And I'm aware of the general observation that I look a
bit plump on screen in Sa Ngalan ng Ina. I need to trim down. So while doing
that, I would rather make movies to still become productive!"
Her avid supporters can no longer wait for her comeback concert. Originally,
the plan was to stage one on her birthday this coming May.
"That's not possible right now. I still have to fly back to America to have
my throat examined so that my voice will be normal again. As I've said in my
previous interviews, I really miss singing. But I'm positive that eventually,
the quality of my voice will be restored. As for the concert, I guess, October
is a more realistic target date," says Guy.
Daniel speaks up
Daniel Matsunaga says his break-up with Heart Evangelista happened when he
was vacationing in Brazil.
"Before that, we were okay. In fact, she even visited me before my departure.
But when I was already there, that's when things started to get complicated. It
was a case of poor communication. Ours was greatly affected as soon as I arrived
in Brazil," he states.
Many want to know the reason behind their falling out considering that they
used to be one of the sweetest pairs in showbiz.
"Lots and majority of these are personal stuff so I just can't divulge that
easy. It's hard. I know that in a relationship, there are the highs and lows.
This is something I couldn't control. I had to accept that ours just didn't work
out!"
As mature individuals, he and Heart parted ways talking.
"We agreed on it mutually. On my part, it was hurtful but I had to let go.
Until now, it still pains me, but life has to go on, right?"
Some quarters are of the opinion that Heart's parents have something to do
with what happened to their relationship. The grapevine has it that they don't
approve of him for their daughter.
"Honestly, that's very unfair to them. When Heart and I were still together,
I was okay with them. They've shown me only good things so I couldn't believe
that they are the cause of our break-up. As I've said, this just happened. It
just didn't work, period!" ends Daniel.

GUESS why Lorna Tolentino refers to top comedian Dolphy as "insan" (as in
pinsan or cousin)?
Well, because LT (Lorna's pet name) is a first cousin of Zsa Zsa Padilla, who
we all know, has been the love of Dolphy for more than 20 years. Lorna and Zsa
Zsa's moms are sisters.
As far as LT is concerned, if there is one showbiz personality who deserves
to be named National Artist, it is Dolphy. And no need to explain why, she said.
Everyone knows what he is to the industry and what he has also done for showbiz.

Still with TV5, LT's wish is to be able to host a reality show. Or even more
than one reality show.
"Sana TV5 will grant my wish," LT expresses.

Aside from being part of the newest boyband, the VFort, Toti Guela is a
part-time assistant director, story editor and writer.
He was the assistant director of previous top series, "Magkaribal" and
"Okatokat," on ABS CBN. He is currently one of the writers of the ongoing "Pinoy
Big Brother (PBB) Teen Edition IV."
He decided to join VFort after working as assistant director to Direk Rechie
del Carmen in the series, "Mundo Man Ay Magunaw" and he found himself free from
any commitments.
Two other singers of VFort are Kerwin Caballero and Visam Arenas.
"VFort: The Love Band Project," the title of their first album, is now on
sale in all record stores. Their carrier single, "Prinsesa," an upbeat song of
love from a man who expresses his deep affection for a woman whom he hopes to be
his lifetime partner, is now being played on radio frequently.
"The three of us feel big when we hear the song being sung by fellow singers
and, of course, ordinary folks. Lalo't mga kabataan," Toti said.
Eight more OPM gems are included in their first album: "The Coffee Song,"
"Still," "Mananatili," "Dance (Take Me To the Floor)," "Kung Pag-ibig ay Wala
Na," "Hindi Ko Kaya," "Sweetheart," "Couldn't Be Without You," plus a ballad,

Not all of the top three major winners in the recently-concluded Bb.
Pilipinas-Universe Pageant would like to follow the footsteps of one of their
predecessors, Venus Raj, Bb. Pilipinas-Universe 2011 and a fourth runner-up in
the Miss Universe Contest in the same year.
Venus, we all know, is now a popular TV host. One of these days she wants to
try acting, she added.
For example, the immediate plan of twenty-two-year-old Janine Mari Tugonon,
Miss Universe-Philippines, after her reign, is to continue with her studies. A
cum laude graduate of BS Pharmacy from the University of Sto. Tomas, she wants
to eventually become a forensic expert.
Blame it, Janine said, on her fondness for watching crime suspense thrillers
and reading crime-related books.
Nicole Schmitz, 23, Bb. Pilipinas-International 2012, admits she is still in
Cloud 9. Actually, she confesses, she didn't expect to win, as she agrees, their
batch truly are all good-looking, aside from witty and super intelligent.
Obviously just like her, she adds with a laugh.
Nicole is a graduate of Psychology and soon, Law, as she is due to finish her
second course by the end of 2012.
She is also a sports lover. She is into water rafting and hand gliding.
Likewise, she loves to dance.
Nicole studies in Australia. Her dad is German and her mom is Filipina.
Katrina Jayne Dimaranan, 18, was born in San Juan, Metro Manila. She attended
13 schools before she was able to earn her high school diploma.
"The reason why I studied in several schools is because I had no choice," she
explains, "When my mom and dad separated, my siblings and I didn't know whom to
side with. Kaya we were like nomads. One time pa nga," Katrina recalls, "we had
to sleep in a bathroom of a terminal."
Both their parents have their respective families now. Katrina has
half-siblings with both her mom and dad.
Winner of the Bb. Pilipinas-Tourism 2012 title, Katrina, among the three,
admits she would want to give showbiz – if given the chance –a try.

saying she wants them to meet, but Ara chose not to answer her, an indication
that she's really mad at Cristine.'
THE loyal fans of Nora Aunor lobbying for her to be proclaimed a National
Artist are understandably upbeat since their idol is now finally shooting a new
movie in Tawi-Tawi. This is an indie film from Cannes best film director
Brilliante Mendoza. Entitled "Thy Womb," Ate Guy plays a native Badjao woman who
works as a midwife in their community.
Her followers are hoping that it will be entered in international film
festivals, just like the previous films of Mendoza, and would give Ate Guy
another international best actress award like "Flor Contemplacion Story" that
won her the 1996 Cairo filmfest best actress award.
Working with her in the film's cast are Lovi Poe, Mercedes Cabral and Bembol
Roco.
Ate Guy's last mainstream film was "Naglalayag" (2004) that won her the
Brussels filmfest best actress award. While she was hiberating for eight years
in the US, she did a couple of indie flicks like "Care Home" and "Ingrata" but
these sloppily made flicks didn't help forward her career at all.
Noranians are now hoping "Thy Womb" will really help boost Ate Guy's film
career. It'll be a fitting birthday gift for her as she turns 59 on May 21.
After this movie, they hope she'll do a new teleserye for TV5 then the long
planned big concert she's aiming to do, hopefully in October.

Kris Bernal obviously gained some weight when we interviewed her at the press
visit of "Hiram na Puso" at Damar Village, but she feels insecure about it.
"Kasi parang ang laki ng mukha ko on screen," she says.
We tell her it's actually very becoming and she looks prettier than before
when she looked anorexic. "I continue to work out sa gym to make myself more fit
and improve my posture kasi nakukuba ako," she adds.
She's happy viewers warmly accepted her teamup with Mark Herras in "Hiram na
Puso." "We first worked together in 'Time of My Life,' pero kay Rocco Nacino ako
napunta roon. Masarap katrabaho si Mark kaya masaya kami sa set. Ever since,
wala kaming naging problema. I also enjoy working with Direk Gina Alajar as my
mom. She's very helpful in giving tips to improve our acting ni Mark. At
nakakatuwa na extended daw kami until the middle of June dahil sa mataas na
ratings ng 'Hiram na Puso.'"
How does she feel now that ex-boyfriend Jay Perillo is lovey-dovey with
Gretchen Espina and very demonstrative in expressing his love for the singer
openly on Twitter?
"Wala. I'm not affected. Happy nga ako kasi happy sila."
How about her? What's the score after her aborted romance with Jolo Revilla?

"Ewan ko. Walang nanliligaw. Pangit ba ko?" she laughed.
Aside from "Hiram na Puso," Kris is shooting a new movie, a remake of "Ben
Tumbling," which will launch to stardom Jerico Ejercito, the son of Gov. ER
Ejercito who was introduced in "Manila Kingpin: Asiong Salonga."
"They requested for me sa GMA Artist Center at pinayagan naman ako," says
Kris. "This is directed by Joven Tan and to be shown in September."
Is it true her next soap is a reunion with Aljur Abrenica, "Sana Dalawa ang
Puso Ko"?
"Direk Maryo de los Reyes, who helmed us in 'Dapat Ka Bang Mahalin,' told me
nga he'll direct us in our next show. But there's no official notice yet from
GMA-7 so ayoko munang angkinin. Saka, hindi pa tapos itong 'Hiram sa Puso,' so
focus muna ako rito."

Gwen Garci is making a comeback in the horror flick, "Basement," and Viva
Films hosted a pocket presscon for her. She said she returned to Manila in April
of last year yet. "But paalis-alis ako as I did foto shoots for top
photographers in Singapore and for a magazine in Dubai," she says.
She left Manila three years ago after doing a series of sexy flicks like
"Butas," "Bigasan" and "Dreamboys." She fell in love with the executive chef of
EDSA Shangri-la, Niccola Coccia, and when he was transferred to Shenzhen and
Beijing, she went with him. They had a baby girl, Naima, born on June 16, 2010,
who looks so much like her dad.
"She's now staying with my mom in Baguio." What happened to her and Niccola?

"Four years din kami together. The problem with guys kasi is when they know
you love them, they take you for granted. So I decided to leave him and return

"I was then 17, fresh from high school, on Nov. 3, 1983, which is what we

guwapo dun, papalitan ka na niyan, but we're still together."
What does he appreciate most in Boy? "He encourages me all the time to be the
best that I can be. I got into directing concerts and shows upon his
encouragement. I miss it nga now that I'm totally devoted to PAGCOR."

"Pinoy Big Brother (PBB) Teens 4" will last for only two months so they
already had their first elimination night after two weeks. The nominees are Kit,
Mariz, Claire and Vince. Based on what their housemates say about them, we
gather that they don't like Kit (he's the highest pointer with 9 votes) as he's
"sobrang mayabang, nakaka-offend ang mga sinasabi niya, he uses harsh words."

Mariz, Claire and Vince got 7 points each. According to her housemates, Mariz
"doesn't exert effort to get to know more of the other housemates and she's
always crying as she misses the outside world."
Claire is "selosa and an emotional attention seeker." Vince is "tamad, hindi
tumutulong sa gawaing bahay."
Kuya is really trying his best to teach good values to the teen housemates.
In one exercise, he asked them to write down their own daily expenses. This
turned out to be an eye-opener for them. Kit is the top big spender, spending
P11,840 a week as he earns a lot as a model. He spends a lot for his clothes and
shoes. In contrast, Mariz spends only P119 a week. Roy, a working student,
spends P2,000 and he even shares part of that with his family to help his
siblings. With this exercise, they learned more about the value of money. Among
all of them, it's Alec Dungo from Laguna who's emerging as the most responsible
leader, even at the time the boys were given the go signal to mess up and
ransack the girls' room to get something from each girl as part of the task
assigned by Kuya.

President Benigno Aquino III on Sunday turned a festivity for
harvesting king crabs into an occasion for promoting allied political kingpins.

With one year to go before the midterm legislative and local elections, the
President made time to participate in a fisheries harvesting festival here,
where he endorsed Aurora Representative Juan Edgardo "Sonny" Angara and Joel
Villanueva, chief of the Technical Education and Skills Development Authority
(Tesda), as two of his possible Senate bets.
He also lent his presence to the 57th birthday party of Oriental Mindoro
Governor Alfonso Umali Jr., his ally in the Liberal Party, at a nearby beach
resort.
As if out on the hustings, Mr. Aquino gamely posed for photographers and
television camera crews, smiling widely and hoisting traps bearing the
province's unique king crabs, together with Angara and Villanueva.
Mr. Aquino's rival kingmakers, such as opposition leader and former President
Joseph Estrada, began their own noisemaking more than a month ago.
The President's first stop was a nearby fish farm where he participated in
the harvest of king crabs and bangus, popular products of this island province.

He proceeded to lunch at Umali's beach party where he took the stage to greet
the governor. He then called on Angara and Villanueva to join him.
Prosecution spokesperson
"You see Sonny often on TV. He explains the things discussed by the
(prosecution) lawyers in the impeachment (trial of Chief Justice Renato Corona)
so that we can understand…because we all have to learn what is happening in the
impeachment trial," Mr. Aquino began.
Pointing out that Angara was a lawyer by profession, the President said that
if the former lost in the impeachment case against Corona and he went back to
the practice of law, he could end up receiving heat from those "not walking the
right path in the judiciary."
"That's why don't forget Sonny Angara. He really fought for us," Mr. Aquino
went on. Angara burst into a wide smile.
The President then pointed to Villanueva, whom he said was "fighting for the
right of the people to earn a good living" since he heads Tesda.
"I will bring Joel back here next year and maybe when we see each other, you
will remember Joel," the President said. "I hope you will remember him. Give me
someone who can help me."
Joking that he had lost much hair since he assumed the presidency, Mr. Aquino
said "If you don't give someone to help me maybe I will be using floor wax on my
head."
Umali, in his brief speech, introduced Angara and Villanueva as possible
senatorial candidates for the administration.
Both Villanueva and Angara welcomed President Aquino's endorsement but
insisted they had not yet made up their minds to run for senator.
Villanueva said he had to consult his party-list group Cibac as well as his
family.
Angara, meanwhile, said there had been no talks or discussions about his
running for senator.
He said while it was "an honor to be endorsed by the President," he would
wait for the results of surveys on the top senatorial candidates by late May or
early June.

MANILA, Philippines - Senator Francis "Kiko" Pangilinan challenged his
partymates in the Liberal Party to bring in "fresh blood" to its 2013 slate to
challenge traditional politics, or the so-called "trapo."
In a statement, Pangilinan said: "We dared to rock the vote and create change
in 2010 when we joined the people's clamor to support President Aquino--who then
wasn't even a contender for the presidency. We were bold and confident that
change can happen if we, the people, make it happen."
He said the people need more choices. "The LP should look to the private
sector, the NGO community, and the LGUs where there are rising stars and recruit
the best, the brightest, and the most deserving."
He endorsed the likes of Quezon Representative Erin Tañada, former Akbayan
Representative Risa Hontiveros, and former Isabela Governor Grace Padaca.
He also suggested the name of President Benigno Aquino III's cousin, social
entrepreneur Bam Aquino.
"We urge our partymates to continue rocking the vote as we did in 2010. We
still have a long way to go until reforms are fully realized--but with courage,
conviction, and with our courage, conviction, and principles and values intact,
we believe that we can win people's support for change to continue to happen,"
he said.
"We need to give way to a new generation of leaders and show people the way,"
Pangilinan said.

on Monday exchanged seething remarks in connection with $10 million worth of
bank deposits allegedly owned by Corona.
Ombudsman Conchita Carpio-Morales (photo) had asked Corona to explain
the bank deposits in response to complaints filed separately by former Akbayan
Party List Representative Risa Hontiveros, Akbayan Representative Walden Bello,
and Emmanuel Tiu Santos.
Morales gave the Chief Justice 72 hours to explain the alleged bank accounts.

In a statement he issued on Monday, Corona said the recent report that he
allegedly owned $10-million in bank accounts was part of the Aquino
administration's retaliation after the Supreme Court ordered the distribution of
Hacienda Luisita.
Hacienda Luisita is owned by the family of former President Corazon Aquino ,
mother of incumbent President Benigno Aquino III.
"Obviously, (it's) a clear retaliation for our decision on Hacienda Luisita,"
Corona said in a text message sent to reporters.
But Malacanang later in the day turned the tables on Corona, pointing out
that the Ombudsman had asked the Chief Justice to explain the alleged bank
deposits through a letter dated April 23, or a day before the high court issued
its final decision on Hacienda Luisita.
Presidential spokesperson Edwin Lacierda (photo) said that
"obviously", the Ombudsman's letter to Corona was not a retaliation on the
Hacienda Luisita ruling.
"It is highly possible that since the Chief Justice already knew that he was
required to explain by the Ombudsman, he is now conditioning the public to think
the letter was a retaliation, when in fact it came before the Luisita decision,"
Lacierda said in a text message to reporters.
He said the Chief Justice "should be more prudent with his statements."
"It clearly shows his unstatesmanlike behavior," Lacierda added.
Corona, in his earlier statement, denied he owns the bank deposits and said
that Malacanang was behind the new charges against him as a result of the high
court ruling on Hacienda Luisita.
"I do not own $10million. It simply does not exist. It's part of the black
propaganda and mind conditioning preparatory to the resumption of trial on May
7," the Chief Justice said.
"Why are they putting this out in the Inquirer and not in the impeachment
court," he also asked.
The Philippine Daily Inquirer reported Saturday that the Ombudsman gave the
Chief Justice 72 hours to explain allegations raised in several complaints that
he allegedly owned $10million worth of bank accounts.
Corona said the order of the Ombudsman is "no different from the phoney LRA
(Land Registration Authority) list, phoney U.S. property list, phoney surveys…
The Ombudsman has no jurisdiction over the Chief Justice."
Corona's lawyers pointed out that the bank accounts are already part of the
impeachment proceedings.
Defense Lawyer Tranquil Salvador said that with the ongoing impeachment trial
against Corona, the Office of the Ombudsman has lost jurisdiction to handle the
complaint.

land instead of HLI's position that it should be pegged in the 2006 market
value. Thus, Haciencda Luisita Inc. will be getting about P196-million instead
of about P10 billion just compensation.

Central Luzon - Divided are the 6,296 farm workers, whose rights to own land in
this sugar estate owned by the family of President Benigno Aquino III have been
upheld by the Supreme Court.
Four groups represent them in the estate that in a year or so, depending on
the will and pace of the Department of Agrarian Reform (DAR), will cease to be
owned by the Cojuangco clan.
Hostile to one another, the four groups—the Alyansa ng mga Manggagawang Bukid
sa Asyenda Luisita (Ambala), Farm Workers Agrarian Reform Movement
(FARM)-Luisita, Association of 1989 Original Farm workers (AOF) and the
Lehitimong Manggagawang Bukid ng Hacienda Luisita (LMBHL)—offer different views
and plans on how they would own the land and make it profitable.
Court documents showed that Ambala was the sole farm workers' group in the
estate in 2003. It filed a supplemental petition asking DAR to revoke the stock
distribution option (SDO) under the Comprehensive Agrarian Reform Program
(CARP). The Cojuangcos' Tarlac Development Corp. and farm workers availed
themselves of the SDO through Hacienda Luisita Inc. (HLI).
Ambala then wanted the DAR to give the land to 5,000 farm workers.
One of the original petitioners was Noel Mallari, who broke away from Ambala. He
formed FARM-Luisita, but left it due to organizational problems. Later, he
organized the AOF.
Two months before Ambala filed the petition, supervisors of Hacienda Luisita
asked the DAR to revoke the SDO. Most of these supervisors now belong to LMBHL.

Strike
It was after the 2004 strike of Ambala and its mother union, the United
Luisita Workers Union (Ulwu), that the DAR revoked the SDO and placed Hacienda
Luisita under CARP coverage in 2005, a matter that the Presidential Agrarian
Reform Council (PARC) upheld in 2006 and which the Supreme Court affirmed twice
in its rulings in 2011.
Ambala is allied with the Kilusang Magbubukid ng Pilipinas (KMP) and the
Bagong Alyansang Makabayan (Bayan). FARM-Luisita, a chapter of FARM organized by
Akbayan, filed petitions in the Supreme Court to question the constitutionality
of the SDO.
Mallari is supported by the nongovernment organization Peace Foundation,
while LMBHL maintains ties with Central Azucarera de Tarlac (CAT), a mill in the
estate that is owned by the Cojuangco family.
Chance of unity slim
Ambala president Felix Nacpil Jr. said his group would not work with any of
the three groups as "all are being used by the Cojuangcos to stop land
distribution."
In separate interviews, FARM-Luisita president Renato Lalic, AOF president
Mallari and LMBHL vice president Marciano Viadan denied Nacpil's allegation.

"FARM-Luisita can unite with Ambala because we have the same cause,
which is to get land from the Cojuangcos," Lalic said.
Mallari said he had no problem cooperating with Ambala as long as the latter
would respect the AOF's position on issues related to land distribution in the
estate.
Viadan saw no prospects of uniting with Ambala. "They're leftists and
radicals and they impose their will on us," he said.
Ambala officials said their group had influence in the estate's 10 villages
covering Tarlac City and Concepcion and La Paz towns. The AOF made the same
claim.
The LMBHL said it had 50 members in each of the 10 villages.
FARM-Luisita said its 1,800 members were spread in Barangays Mabilog, Pando
and Parang in Concepcion and Motrico in La Paz. These areas, Lalic said, could
immediately become "pockets of land development" because the farm workers were
well organized.
As of Saturday, no group had initiated unification moves, at least even on
how to work with the DAR or monitor its implementation of the CARP in the
estate.
"We are looking forward to their cooperation so we can enhance and facilitate
the activity," said Filomeno Inocencio, DAR director in Central Luzon.
7,000 sq m per person
All the groups want "equal sharing" of the 4,334 hectares or what are left of
the 4,915 ha after deducting the 500 ha bought by Rizal Commercial and Banking
Corp. (RCBC) and 81 ha acquired by the Bases Conversion and Development
Authority (BCDA) for the Subic-Clark-Tarlac Expressway (SCTEx).
This leaves each farm worker with more or less 7,000 square meters.
FARM wants 1,528 ha (the balance of 6,443 ha, purportedly the original size
of Hacienda Luisita) to be also distributed to farm workers.
Ambala has occupied a part of the 500 ha under RCBC, thwarting efforts by the
bank to fence off the property.
Collective, individual titles
Nacpil said it was in the long-term interest of farm workers that they hold a
collective title to the 4,334 ha. "The Cojuangcos or other parties will not have
a chance to recover the lands. We can protect the initial gains of agrarian
reform in Luisita if the title is collective," he said.
But Lalic said his members preferred individual land titles.
"If it is owned by a group, the farm workers will only have a new landlord,"
farmer Felix Amurao, 75, said.
Contiguous parcels
"What will keep the lands in the hands of the farm workers is when we
collectively till it. We will ask the DAR to consider locating the lands of
those with blood relations to be adjacent to one another so larger parcels are
available for mechanized farming," Lalic said.
Mallari said the AOF was pushing for individual titles and individual
production. He said the group could pool resources to till their farms.
The LMBHL wants its members to get contiguous parcels of land on which it
plans to plant sugarcane using machines to be rented from HLI or CAT or through
profit-sharing with the two firms.
Ambala and FARM-Luisita officials said their members had embarked on rice and
vegetable farming after the 2004 strike. They believed that the skills that the
farm workers acquired from these activities would help them make their lands
productive.
All groups trade accusations that they have leased out tracts of land to
sugar planters.
Ambala and FARM-Luisita are particularly cautious at this point, planning to
organize teams to monitor the verification of the 6,296 original farm workers
who signed the SDO in 1989. (See sidebar above.)
"We will be watchful of the 4,206 farm workers that HLI hired after 1989.
They might be made recipients of land and disrupt the land distribution
process," Lalic said.
He said his group was ready to assist DAR in determining whether the would-be
recipients were qualified beneficiaries.
The FARM-Luisita wanted the supervisors purged out of the list, which Viadan
opposed because they, too, were among the 1989 SDO signatories.
Women
Women are said to comprise more than half of the 1989 signatories to the SDO
memorandum. One of them, who said she was not a member of any group in the
estate, pinned her hope mainly on the DAR.
"I want to pass on the land to my children. It's the only possession I can
give them. I pray that the DAR would do its work and not betray us," said the
woman, who asked not to be named, fearing that organized farm workers' groups
would ignore her claim when the land distribution starts.

MANILA, Philippines - More than 6,000 farmworker-beneficiaries may
already own 4,916 hectares of Hacienda Luisita, but problems may arise before
they can fully acquire and maintain them for their own use.
The government assured, however, that programs would be in place to help the
farmers reap the fruits of their decades-long toil in the sugar estate in
Tarlac.
In an interview with radio dzMM, Agriculture Secretary Proceso Alcala said
it's possible that the Cojuangco-led Hacienda Luisita Inc. may shut down its
sugar mill within the estate, which could pose problems for the farmers.
He said the farmers are more adept in growing sugar cane, a knowledge and
skill they have acquired over the decades. He also said the land is more
adaptable to sugar production.
Alcala said it would not be financially viable for the farmers if they will
look for other millers to process what they have cultivated.
In fact, at this point, the country has overproduction of sugar, volumes of
which are being exported to other countries.
"While [HLI] is thinking of closing down the mill, we already have to plan.
We're thinking of a change in crops," he said. He also said they will discuss
the matter with the managers of the sugar estate.
Alcala said he will meet today with Agrarian Reform Secretary Virgilio de los
Reyes to discuss the future of the farmers, which includes the distribution and
the survey of the lands.
Bloc farming, cooperatives

To provide continuous livelihood for the farmers, Alcala suggested "bloc
farming" that would allow farmers to maximize equipment that will be provided by
the government.
He said farmers could group their lands into 150 hectares and create
cooperatives. He also said the government is planning a "plant now, pay later"
scheme that would help farmers financially.
He said the government will not allow that the lands be left idle before the
beneficiaries get their certificates of ownership.
"I'm suggesting a semi-corporate plantation. The farmers will continue to
plant, and they will just divide later the income generated from their work," he
said.
Survey, census needed
De los Reyes, meantime, said it would take from six to at least a year before
the titles are transferred to the beneficiaries.
The government has yet to survey the land, including a census of who will get
which part of the distributed land.
The Supreme Court stood pat on its earlier decision pegging the valuation of
the land to 1989 rates, the year when the Cojuangcos lost ownership over the
lands via the Comprehensive Agrarian Reform Program.
It has yet to release the resolution, which should contain the formula by
which to compensate the managers of Hacienda Luisita.
"We need to open the books of HLI in 1989, I don't have an estimate how much
they earned then," de los Reyes said.
The payment of the just compensation will have to be shouldered by the
government via a loan from the Land Bank of the Philippines. The farmers, in
turn, will pay the loan in ten years.
Possible foreclosure
He did not dismiss the fact that the loan may not be paid and the land be
foreclosed by Landbank.
He assured, however, that if the lands are foreclosed, these will not be
reverted back to the Cojuangcos.
He said a landowner can't buy more than five hectares of land under the CARP.

"There won't be a public auction anymore, foreclosed land will just be
re-allocated by DAR to the other beneficiaries," he said.

Cabinet members file SALNs/Defense: Corona will file SALN with SC .
Malacañang is interested to see a copy of the newest statement of
assets, liabilities, and net worth (SALN) of Chief Justice Corona which should
have been filed on or before the deadline of the filing today, April 30.
Lacierda said he hopes that Corona would disclose to the public his SALN.

"We certainly hope so because that would be in compliance with the
Constitutional provision on disclosure and filing of SALNs and I think nobody
should be exempted from that," Lacierda said.
Meantime, deputy presidential spokesperson Abigail Valte said President
Aquino filed his SALN with the Office of the Ombudsman last April 24, 2012.

In a separate text message, defense lawyer Ramon Esguerra said Corona will
definitely file his SALN with the Supreme Court today.
He said, however, that he has yet to see it. Asked if Corona is willing to
disclose the SALN, Esguerra said: "He'll ask en banc permission."
Based on a 1982 ruling, the SC allows the release of SALNs but only upon
request, except in cases where "the request is not made in good faith and for a
legitimate purpose, but to fish for information and, with the implicit threat of
its disclosure, to influence a decision..."
The high court has not yet issued any final ruling on the disclosure of the
SALNs. The Office of the Clerk of Court is the repository of justices' SALNs. –

MANILA, Philippines (1st UPDATE) - Chief Justice Renato Corona on
Monday said it is clear that the recent ruling of the Office of the Ombudsman
asking him to explain his supposed multi-million dollar and peso bank accounts
is clearly a retaliation to last week's ruling of the Supreme Court on Hacienda
Luisita.
In a text message sent to reporters, Corona raised seven points against the
Ombudsman's order, which was reported by the Philippine Daily Inquirer on
Sunday.
He said it is "obviously a clear retaliation on our decision on the Hacienda
Luisita."
After the Supreme Court announced its ruling last Tuesday, Corona said
"sigurado [I'm sure]" that the administration of President Benigno Aquino III
will get back at him.
The chief magistrate has always believed that the high court's order to
distribute the Cojuangco-owned Hacienda Luisita and award lower landowner
compensation is the reason why Aquino wants him out of the high court.
Malacañang, in turn, has consistently denied this. Even Aquino's appointees
to the Supreme Court ruled to distribute the hacienda to farmer-beneficiaries.

Last Tuesday, a majority of eight magistrates voted to compensate the
landowners at a much lower valuation or at 1989 rates. This was when the
Cojuangcos lost ownership of the sugar estate.
Hacienda Luisita Inc. (HLI), controlled by the Cojuangcos, wanted 2006 rates,
which could mean just compensation to the landowners of around P5 billion.
On Sunday, The Philippine Daily Inquirer reported that Ombudsman Conchita
Carpio Morales asked Corona, her former colleague in the Supreme Court, to
explain in writing how he was supposed to acquire peso and dollar accounts.
"This office finds that there is reasonable ground to proceed further with
the conduct of an inquiry vis-à-vis the charges that you, during your incumbency
as a public officer, accumulated wealth that is purportedly grossly
disproportionate to your salary and other lawful income," Morales was quoted as
saying in her April 20 order, a copy of which has yet to be officially released
as of posting time.
Corona said, "Why are they putting this out in the Inquirer and not in the
impeachment court?"
"The moves of the Ombudsman and the Inquirer are obviously well-coordinated
and in-sync," he added.
Corona said Ombudsman has no jurisdiction over the chief justice since
impeachable officers can only be removed by Senate.
"I do not own 10m dollars. It simply does not exist," he reiterated.
"It's part of black propaganda and mind-conditioning preparatory to the
resumption of trial on May 7," he said. It is "no different from the phoney LRA
list; phoney US property list; phoney surveys; phoney letters to the Inquirer
editors etc."

PHL TO PROTEST 'BULLYING' INCIDENT AT
SCARBOROUGH SHOAL

MANILA, APRIL 30, 2012 (TRIBUNE) By
Michaela P. del Callar - The government said it will protest an aggressive act
by a Chinese government ship that it claimed to have endangered two Philippine
Coast Guard (PCG) vessels involved in a nearly three-week tense standoff at a
shoal in the South China Sea where Manila has territorial jurisdiction.
Foreign Affairs spokesman Raul Hernandez yesterday said the Philippines "will
bring this incident to the attention of Chinese authorities."
President Aquino also dismissed as pure rhetoric recent warnings by Chinese
officials of decisive action against the Philippines to reinforce Beijing's
claim over the Scarborough Shoal in the South China Sea.
"We don't think that at this stage they (China) will engage in any military
activities," Aquino told reporters.
"And we... have been geared towards de-escalating the situation."
He said both countries stand to lose if armed confrontation erupted over the
disputed shoal, a potential Asian flashpoint where vessels from both sides were
locked in a two-week stand-off that began on April 8.
China claims all of the South China Sea as a historic part of its territory,
even waters close to the coasts of the Philippines and other Southeast Asian
countries.
Aquino said he had issued "overriding instructions" to his military "not to
escalate the issue" and dismissed Chinese warnings as "not indicative" of
Beijing's "real intentions."
The Scarborough Shoal is only about 230 kilometers from the main island of
Luzon, while the the nearest Chinese land mass is Hainan province 1,200
kilometres to the northwest, according to naval maps.
Tensions began when Chinese maritime vessels blocked the Philippine Navy from
arresting the crews of eight fishing vessels which had entered the area.
Both sides accused each other of violating maritime laws, and on Saturday the
Philippines alleged that a Chinese vessel veered dangerously close to its
vessels in the area.
Amid the stalemate, the Philippines said it would seek more military
assistance from its ally, the United States, to help it build a "credible
defense posture" in securing its sovereignty.
China had earlier warned the Philippines against "internationalizing" the
issue, and its state media had quoted defence and military officials as saying
they were prepared to fight for their territory.
PCG Commandant Vice Admiral Edmund Tan reported to the Department of Foreign
Affairs over the weekend "a bullying action" by a Chinese FLEC 310 vessel, one
of about nine Chinese civilian ships seen in the Scarborough shoal, which is
composed of two surveillance ships and seven fishing vessels.
Hernandez said the maneuvers by the Chinese vessel posed a danger to the
Philippine vessels and is seen as a violation of the International Regulations
for Preventing Collisions of Ships at Sea (COLREGs).
The Chinese vessel's reported harassment came two days before a crucial
meeting between the Philippines and the United States where both sides are to
discuss Washington's wider presence in the country.
Discussions to be led by Foreign Affairs Secretary Albert del Rosario and
Defense Secretary Voltaire Gazmin for the Philippine side and Secretary of State
Hillary Clinton and Defense Chief Leon Panetta for the US would also firm up
Manila's request for added defense capabilities to secure its territorial
borders, particularly in the South China Sea.
Amid China's show of force, Hernandez said the Philippines "will continue to
stand up and hold our ground."
"Bajo de Masinloc is Philippine territory and in Philippine waters," he said,
referring to the shoal's local name.
Tensions between the two nations escalated this month when Manila accused
Chinese fishermen of intruding and conducting illegal fishing in the
Scarborough. Philippine authorities were prevented by two Chinese government
vessels from arresting the poachers, which eventually led to the standoff on
April 10.
The shoal, where China is also asserting ownership, is located 140 nautical
miles from Zambales province and had been under it control.
China protested Manila's claim, saying the shoal, a ring-shaped coral reef
that has several rocks encircling a lagoon, had always belonged to them on the
basis of historical entitlement.
Manila, however, belittled China's assertion, saying historical claim alone
can not be a basis for ownership.
Moreover, it said, a United Nations Convention on the Law of the Sea rule
which gives maritime nations the right to exploit, explore and develop waters
and features within its 200-nautical mile exclusive economic zone further
bolsters its argument that Scarborough is part of Philippine territory. Hainan
province, China's nearest land mass, is 472 nautical miles away from the shoal.

As of Sunday, two Chinese ships are facing off with two Philippine vessels in
the contested area. There are also fishing boats from both sides — seven from
China and three from the Philippines, while an unidentified vessel was also
spotted nearby.
China claims virtually the entire South China Sea, which is home to more than
200 islands, rocks, reefs and coral outcrops, even as it overlaps with other
nation's maritime boundaries.
Competing claims to the sea, a strategic waterway believed to be sitting atop
huge gas and oil deposits, by the Philippines, China, Vietnam, Malaysia, Brunei
and Taiwan have sparked occasional violence and now regarded as a potential
regional flashpoint for armed conflict.
Malacañang should not pin too much hope on assistance from the United States
government in seeking a resolution to the continuing tension with China and it
should instead enlist the support of neighboring countries in the Association of
South East Asian Nations (Asean), Sen. Miriam Defensor-Santiago said yesterday.

The senator said government officials should not rely heavily on the result
of the meeting between Philippines and US officials in Washington.
Santiago urged the Executive, during a radio interview, to work on getting
its allies in the Asean to push for the early adoption of a binding Code of
Conduct in the South China Sea.
"We should have a binding regional Code of Conduct," she said, pointing out,
that the existing Asean declaration on such is non-binding.
Santiago backed President Aquino's efforts to enlist the support of other
Asean leaders whose countries could also suffer from Chinese bullying tactics
saying, "We must keep telling our Asean friends (that) today, China is doing
this to us, tomorrow, it will be you."
The senator said both China and the United States are looking to exploit rich
marine resources in West Philippine Sea territories that are well within the
country's 200-mile Exclusive Economic Zone (EEZ).
It is for this reason that she will call on the upper chamber to to pass a
resolution firmly asserting the Philippines' sovereign rights over the disputed
Scarborough Shoal.
She said the Department of Foreign Affairs should then send the resolution to
China "because that is how the game is played: you have to keep asserting your
rights."
According to Santiago, "the real aim of China is not to claim the Scarborough
Shoal as part of its territory but to beat others in exploiting the natural
resources in those seas." She added that the US, on the other hand, owes China
big time.
"China is proposing that we jointly exploit (the area) but only China has the
technology to do that. So, the DFA should not lose sight that China wants to
beat us on this," the Senator added.
At the same time, Santiago warned that the DFA should also not rely heavily
on the US for assistance in repelling Chinese bullying tactics in the contested
territories.
"China would not fire at us because it will be condemned by the world. The
US, for its part, has not said anything against China (bullying) because they
both just want to exploit (our marine resource and energy deposits)."
She said China is not really bullying the Philippines "but only entrapping us
in our belief that US will come to our aid but both only wanted to exploit our
resources."
Amid the provocations from the Chinese ship over the weekend, the military's
Northern Luzon Command (Nolcom) yesterday stressed that government authorities
will continue to observe the rules of engagement in dealing with the standoff.

Nolcom chief Lt. Gen. Anthony Alcantara said that he has not received reports
that PCG vessels were "swamped" by the highly-advanced Chinese fishery law
enforcement command ship or FLEC-310, one of the nine Chinese ships monitored to
be in Panatag Shoal.
Alcantara, however, assured that the military, particularly the Philippine
Navy, is ready to assist the PCG, which has BRP Pampanga now in Panatag Shoal
alongside Bureau of Fisheries and Aquatic Resources ship MCS-3001, in any

its much-vaunted "e-graduation" PROJECT, the government of Taguig City has
introduced "e-weddings", or the free live streaming in the Internet of a mass
wedding in the city.
Taguig Mayor Lani Cayetano said e-wedding was introduced last Friday during a
free mass wedding of 146 couples at the city hall.
"With e-Wedding, Taguig has put a new twist this year to its traditional
'kasalang bayan'," Cayetano said.
As in the e-graduation project, e-wedding allows families of the couples
abroad to watch the wedding rites live on the Internet, according to Cayetano
"This is the same reason why we decided to do the e-wedding," she said.
As the wedding rites were held at the auditorium of Taguig City University,
the ceremonies were being shown at the city's website: www.taguig.gov.ph. The
video is also available for replay.
Meanwhile, Cayetano said the city government added more spice to this year's
free mass wedding by giving special gifts to three of the participating couples.

Among those who received the special gift from the mayor were the pairs named
as "Oldest Couple", "Best-Dressed Couple" and "Early Bird", or the earliest to
arrive at the auditorium of Taguig City University, the venue of the mass
wedding.
Each of the lucky pairs received cash gifts from the city hall, as well as
one sack of rice, on top of the other freebies given to all the participating
couples.
Lourdes Maga, 56 of Zone 6, Brgy. Signal Village, and long-time partner
Rogelio Lansangan, were named the "Oldest Couple." The couple has been together
for 25 years and has five children and now two grandchildren.
The mass wedding was held as part of the gifts of the city government to its
residents in connection with the celebration of the 425th founding anniversary
of Taguig, Cayetano said.
Aside from free wedding expenses, the participating couples also got free

Dimayuga, Buddy Trinidad Jehan Damasco's "Our Garden," featuring elements from
her beloved Nueva Vizcaya and proudly Filipino in theme, earned a Silver medal
for the Wedding Cake category.
Christopher Borja won a Bronze for his eye-catching modern Japanese "Tsuru Wa
Sennen," a wedding cake with kimono patterns and precisely folded sugar origami
cranes.
Clyden San Pedro cinched a Silver for his Plated Desserts ensemble: Pandora's
Box, an all-white cold plate of Hawaiian macadamia, pineapple and coconut;
Camouflage, a verrine of mango-passion, granola and green tea sponge;
Metamorphosis, pistachio baklava with apricot and orange blossom Turkish
delight; and Kaleidoscope, an Italian vegan dessert of berry-poached apple and
soy panna cotta.
At the most coveted and hardest-fought eight-hour live battle that is the
Asian Pastry Cup, the Shangri-La duo of Bryan Dimayuga and Rizalino Manas bested
11 other national teams to be honored with the Best in Professional Skills Award
for their Kids At Play Plated Desserts, Chocolate Cakes, Chocolate and Sugar
Showpieces.
Next in line is Miko Aspiras, PAP's representative to the World Association
of Chefs Societies Congress in Daejeon, Korea, on May 1-5.

THE satisfaction rating of President Benigno Aquino 3rd's administration has
dropped from "very good" to "good", the latest Social Weather Stations (SWS)
survey revealed on Friday.
At Malacañang, deputy spokesman Abigail Valte insisted that Filipinos remain
satisfied with the Aquino government despite the poll results.
According to the survey results, which were first published in BusinessWorld,
64 percent of respondents were satisfied with the administration's overall
performance, while 18 percent expressed dissatisfaction, resulting in a "good"
rating of +46.
The polling firm said that the latest rating was 10 points below the "very
good" +56 score the government earned in the last two quarters of 2011.
It noted that despite the drop, the administration's current satisfaction
rating is higher than the "good" +36 recorded in November 1998, when
then-President Joseph Estrada was in power.
That score is in sharp contrast with the "very good" +64 percent the "very
Aquino government enjoyed in its first few months.
Classes, areas The survey agency said that although the administration's
rating in Mindanao hardly changed (+56 to +55), it dropped 18 points to +46 in
Metro Manila, 13 points to +39 in Balance of Luzon (Luzon without Metro Manila)
and 9 point to +49 in the Visayas.
It added that by class, the government's satisfaction rating remained "very
good" in Class E (+53 to +52), but saw it plunge 16 points to +38 in Classes ABC
and 13 points to +44 in Class D.
19 issues According to SWS, the Aquino administration received a "very good"
rating on three issues, "good" on nine, "moderate" on four, "neutral" on two and
"poor" on one.
The issues for which the government received "very good" ratings were helping
the handicapped (+57, up from +55 in December), helping victims of disasters
(+50, down from +58) and promoting human rights (+50, up five points from the
"good" +45 it recorded three months ago).
The administration got "good" scores for promoting the welfare of overseas
Filipino workers (+49 from +46), foreign relations (+46 from +43), helping the
poor (+44 from the previous "very good" +51), transparency (+42 from a
"moderate" +27), developing tourism (+42 from +35), having clear polices (+41
from +34), fighting terrorism (+33 from a "moderate" +27), promoting foreign
investments (also a +33 from a "moderate" +27) and fighting crimes (+31 from
+34).
"The net scores for promoting migrant worker welfare, developing tourism,
transparency and having clear policies were new record highs," the polling firm
said.
The government garnered "moderate" ratings in the following issues:
reconciliation with communist rebels (+25 from +20), reconciliation with Muslim
rebels (+22 from +19), eradicating graft and corruption (+17 from +15) and
ensuring that no family goes hungry (+10 from +9).
Fighting inflation (zero from +8) and ensuring that oil firms don't take
advantage (unchanged at -3) comprised the "neutral" issues, the survey agency
said.
It added that respondents continued to give the Aquino administration "poor"
(-17 from -18) score when it comes to resolving the Maguindanao massacre case.

The polling firm classifies net ratings of +70 and above as "excellent"; +50
to +69, "very good"; +30 to +49, "good"; +10 to +29, "moderate", +9 to -9,
"neutral"; -10 to -29, "poor"; -30 to -49, "bad"; -50 to -69, "very bad"; -70
and below, "execrable."
The SWS survey, which was conducted from March 10 to 13, 2012, used
face-to-face interviews of 1,200 adults in Metro Manila, Balance of Luzon,
Visayas and Mindanao and had margins of error of plus or minus 3 percent for
national percentages and plus or minus 6 percent for area percentages.
The survey agency said that the poll was non-commissioned and conducted on
its own initiative.
Reflect Pinoys' support During a press briefing also on Friday, Valte told
reporters that the poll results still reflect Filipinos' continued support for
the government.
"We recognize that the latest SWS survey on satisfaction with the Aquino
administration shows continued appreciation of the initiatives of your
government," she said.
"We have always maintained that surveys are a reflection of the national mood
and are valuable tools in feeling the pulse of our people at a given time," the
Palace official added.
"With 64 percent of respondents remaining satisfied with the Aquino
administration, we take this as strong support for the straight and narrow path
that we have consistently pursued," Valte said.

President Benigno Aquino 3rd on Sunday said that China will not engage the
Philippine military to press its claim on the Panatag (Scarborough) Shoal.
"I think if you read the headlines of the People's Daily it's even worse.
There was one saying that we should prepare to hear the sound of canons. But
it's a question of style. They love doing that, using figurative speech,
metaphoric talk," he told reporters at the sideline of the Harvesting of King
Crab Festival in Bongabong town in Oriental Mindoro.
Mr. Aquino said that he instructed the military to deescalate the tension.

"Purposely, our actions have been geare towards de-escalating the situation.
It is to nobody's benefit and there are a lot of repercussions if any military
force happens to be employed here. So we think that [China's threat] is more a
statement in that lacks substance. Hindi indicative of the real intentions," he
explained.
On Friday, an official said that China's Armed Forces, in coordination with
concerned agencies, will safeguard their maritime rights and interests. Foreign
Ministry spokesman Liu Weimin also said that the Philippines' claim over the
Panatag Shoal is illegal and that the country should stop complicating the
dispute by bringing the issue before international bodies.
However, President Aquino said that Manila is determined to ventilate the
Philippines' complaint against China's aggression before international bodies.

"We are documenting everything that is possible to be documented so that when
we make our case in the appropriate body, we have the necessary evidence," he
said.
He issued the statement a day after China's most advanced vessel bullied
Philippine boats on Saturday.
Foreign Affairs spokesman Raul Hernandez said that the incident could mean a
violation of the International Regulations for Preventing Collisions of Ships at
Sea.
"We will bring this incident to the attention of the Chinese authorities.
Bajo de Masinloc [Panatag] is part of Philippine territory. We will continue to
stand up and hold our ground," Hernandez said.
Don't rely on US Sen. Miriam Defensor-Santiago on Sunday said that the
country should not count on the help of the United States (US) and the
Association of Southeast Asian Nations (Asean) in its territorial dispute with
China.
Santiago, an international law expert, explained that the Philippines may not
be able to get immediate help from the US because the latter owed China a lot.

"China is lending trillions of dollars to the US, we should not forget that,"
she told a radio interview. "We cannot rely for help from the US. It is going to
side with the Philippines or China depending on its own interests," she added.

Foreign Affairs Secretary Albert del Rosario and Defense Secretary Voltaire
Gazmin are set to meet their US counterparts today in what was dubbed as "2+2"
meeting in Washington, D.C. The Philippine officials are expected to raise the
Panatag dispute in their discussions.
Santiago said that Manila also should not rely on the Asean.
"We cannot rely on Asean to immediately respond to our call for a binding
code of conduct, even if they know that we are in the right position and that is
the right thing to do. They are afraid to lose a huge amount of money," she
said.
She expressed the belief that that China is bullying the Philippines to
establish to prove that they already had a practice of getting natural resources
from the South China Sea."
"The real goal of China is not to claim Scarborough Shoal or Spratly islands
or any of our regime of islands as part of its territory but to beat other
nations particularly the Southeast Asian nations in exploiting the natural
resources of those seas," she added.
She warned the country against entering into an agreement for joint
explorations of natural resources in the disputed areas with China.
"The DFA should not lose track of the fact that we are laggards in maritime
underwater technology," she said.
Pinoy fishers safe Meanwhile, Northern Luzon Command (Nolcom) chief Lt. Gen.
Anthony Alcantara said that Filipinos are free to fish and explore at the
disputed shoal.
Alcantara said that the Navy and other units of the military are ready to
lend support to the Coast Guard to assert the country's claim and sovereignty.
He added that a Navy plane patrols the disputed area from time to time.
"Our armed forces, especially our Philippine Navy is backing up our coast
guard. They are ready for any contingency," Alcantara said. "There's no
prohibition for our fishermen. This is our natural fishing ground and wae've
been there long before," he pointed out.
At present, according to Alcantara, two Chinese surveillance ships, a coast
guard ship, six Chinese and six Filipino fishing vessels and a Bureau of
Fisheries and Aquatic Resources (BFAR) boat are in the area.
