POVERTY KEEPS 16% OF YOUTH OUT OF SCHOOL / 1.1 M SIGN UP FOR
PRE-SCHOOL

get elementary and high school education even if free because of poverty, while
many high school graduates cannot afford to go to college, Senator Alan Peter
Cayetano said on Sunday.
Cayetano, citing the Annual Poverty Indicator Survey, said 16 percent of
Filipinos age six to 17 are out of school and 28.9 percent of high school
graduates could not attend college because it is expensive.
He urged the Aquino Administration to make college education affordable to
the poor and has filed a bill, the "Iskolar ng Bayan Act of 2012," which aims to
help outstanding graduates of national high schools to gain access to colleges
and universities.
"The bill seeks to enable students of public high schools who graduate among
the top 10 of their class to earn full scholarships provided by the government
in the state college or university of their choice," Cayetano said.
About 24,905 public high school students will benefit from full scholarship
once Congress passes Cayetano's bill and the President signs it into law.
Public schools offer free elementary and high school education, but children
in the depressed areas are staying away for lack of transportation money and
basic necessities.
Senator Edgardo Angara has invited high school and college graduates who are
interested in science and technology-related courses to apply for scholarships
in South Korea.
He said he recently signed a Memorandum of Understanding with President Yoo
Jae-cheon of Sangji University that would offer scholarships to Filipino
students.

1.1 million kids sign up for pre-school program

More than a million preschool children have joined the early
registration conducted by the Department of Education to usher in its 12-year
public education program starting this school year 2011-2012.
Education Secretary Armin Luistro said the universal public kindergarten
program for five-year-old children will give the new entrants to basic education
the proper preparation on schooling. "Studies have shown that schoolchildren who
went to pre-school are better prepared and have greater chances of finishing
school," he said.
DepEd records show that the preregistration campaign, which began in January,
chalked up a total of 1,126,722 preschoolers nationwide.
Luistro added that kindergarten is the first step under the K-12 basic
education program of the government which aims to prepare high school graduates
for the world of work, for college education and for the global arena. "We
always say that education is a great equalizer.
"This universal kindergarten program will do just that, as it democratizes
access to preschool education which used to be enjoyed only by those who can
afford it in private schools," Luistro said.
The pre-registration campaign, Luistro said, allowed DepEd to determine the
interventions needed to ensure that the Education For All commitment is met and
that more school-aged children who are supposed to be in school are indeed in
school.
The highest turnout of new preschoolers with more than 110,000 came from
Region 3, followed by Region 4A with 105,000.
