MEN IN RED: MMDA STARTS APPREHENDING JAYWALKERS IN
METRO MANILA

MANILA, JUNE 8, 2012 (PHILSTAR) By Mike Frialde - The
Metropolitan Manila Development Authority (MMDA) yesterday apprehended 64
jaywalkers, bringing to 228 the number of violators nabbed in the first two days
of the campaign against jaywalking.
According to the MMDA, 13 jaywalkers were rounded up and given pedestrian
violation receipts (PVRs) along Ortigas Avenue; 17 in Taft Avenue, Manila; seven
in Litex Road, in Quezon City; nine near the Manila Central University in
Caloocan City; and five at the Balintawak area.
MMDA assistant general manager for operations Emerson Carlos said the
agency's operation against jaywalking would be sustained beyond the opening of
classes in Metro Manila.
The MMDA's anti-jaywalking personnel, now known as "men-in-red" because of
the bright red shirts they wear during operations, have issued PVRs to 164
persons for jaywalking when the campaign was launched last Tuesday.
MMDA Chairman Francis Tolentino said those apprehended and issued PVRs were
made to pay a fine of P200 each. Those who refused to pay the fine opted to
attend a 15-minute on-the-spot seminar on disaster preparedness.
Tolentino personally led the anti-jaywalking personnel and lectured the
jaywalkers on the importance of using crosswalks and footbridges in crossing the
street.
"We should highlight to the public the dangers of jaywalking. This is one way
to discourage them from crossing just about anywhere," the MMDA chief said.
According to the MMDA, 54 percent of road accidents in the metropolis were
caused by jaywalkers.
The MMDA's Metro Manila Accident Recording and Analysis System (MMARAS)
recorded 174 pedestrian deaths last year after being hit by speeding vehicles.

A total of 5,348 jaywalking-related accidents were recorded last year as
compared to 4,951 in 2010 wherein 167 pedestrians died.
"Last year, there was a daily average of 14 pedestrian-related traffic
accidents. This is an alarming figure," he said.
Tolentino added that senior citizens, minors, and persons with disabilities
(PWDs) are exempted from the P200 fine.
