Christine F. Herrera - President Benigno Aquino III on Friday sent Customs
Commissioner Rozzano Rufino Biazon to address the national convention of hog
raisers, but the 2,500 members who attended did not buy the excuse that he was
"busy."
"The President is here already. Is it asking too much if we want him to drop
by at least?" Agap Rep. Nicanor Briones said.
The President attended the World Electronics Forum at noon, delivered a
speech and held an open forum with the chief executives of the various foreign
electronics companies based in Mactan, which is less than a 10-minute drive from
the Cebu International Convention Center in this city.
Mr. Aquino had his speech delivered by Agriculture Secretary Proceso Alcala
on Thursday, but no one applauded.
"The President's message was out of tune," Rosendo So, chairman of the Abono
party-list and director of the Swine Development Council, told the Manila
Standard.
"It did not address our concerns and, in fact, he defended the government's
position in issuing Administrative Orders 5 and 6 that we found detrimental to
the local hog and poultry sectors,"
Briones said the President could not claim that he was unaware of the
rampant smuggling and uncontrolled imports flooding the wet markets.
"Aside from dialogues with various heads of government agencies, we made it a
point to write a letter to the President detailing what ails the pork and
poultry sectors," Briones told the national convention.
Briones, also director of the Swine Development Council, said he wrote the
President in August 2011 asking that smuggling and importation be investigated.
"We also provided the President all the data that he needs to pursue an
investigation," he said.
Biazon said he was sent by the President to inform the hogs convention about
the measures being taken by the government to eradicate corruption and smuggling
in the country.
"We appreciate what the President is doing, but we want more concrete steps.
For the past two years since he assumed office, all that we have been getting
are promises," So said.
The President flew back to Manila after the forum to "attend meetings," but
the Palace reporters who were left behind said there was no official schedule in
Mr. Aquino's itinerary.

CEBU, Philippines - Two women were arrested by the members of the Lapu-Lapu
City Police Office yesterday afternoon while packing corals in Barangay Punta
Engaño.
Members of the Task Force Kalikasan led by SPO1 Joemar Ybañez arrested Irenea
Pagobo, 47; and Cherry Mae Inoc, 20, both residents of Sitio Malingin in the
said barangay. The police also confiscated P200,000 worth of corals allegedly
ready for export.
Ybañez claimed that a concerned citizen informed them about an ongoing
packing of corals in Sitio Buot prompting them to check the information. Upon
reaching the place, Ybañez said they found the suspects in the act of packing
assorted corals.
The suspects claimed they were just paid P80 a day to pack the corals. They
allegedly do not know the person who hired them. The police however believe that
the suspects owned the corals which allegedly came from Bohol.
Suspects are now detained at the Lapu-Lapu police office while criminal
complaints for violation of Section 97 of the RA 8550 or the Philippine
Fisheries Code of 1998 are being prepared against them.
The confiscated corals will be temporarily kept at the Community Environment
and Natural Resources Office. — (FREEMAN)

MANILA, Philippines - Joint elements of the Philippine Coast Guard (PCG) and
the Philippine Navy seized corals of different species worth P3 million as they
were about to be smuggled from Cebu to Korea on Wednesday afternoon.
Commodore Cecil Chen, PCG-Cebu District commander, said three Cebuanos were
arrested in the operation but were turned over to the Navy for questioning.
The corals, reportedly owned by one Jose Jess Pagobo, were reportedly set for
shipment to a certain Mr. Park in Korea.
