Benigno Aquino III bared on Thursday what he called a plot to oust him for being
the biggest stumbling block to the return of "the old system" of graft and
corruption, but the military unit tasked to protect him said it had no idea of
any such attempt.
"There are some who want to bring back the old system where they amassed huge
amounts of money, because they know that we will not agree to that, they want me
removed from the picture so that no one will prosecute them anymore," Aquino
said at the 26th anniversary of the Presidential Security Group.
But PSG commander Colonel Ramon Mateo Dizon said they have not monitored any
planned coup or other threats to the life of Aquino.
"It is business as usual for us. But as far as a possible coup is concerned,
that is negative. The Armed Forces of the Philippines is solid behind the
President," Dizon said.
Aquino did not say what the nature of the threat against him was, nor did he
identify who were behind the alleged plot.
Despite the supposed threat against him, Aquino said he was "confident
because I have with me the Presidential Security Group -- the people who serve
as my shield from elements who want to prevent the reforms that we are pushing
for."
His mother, the late Corazon Aquino, who was president after the ouster of
the Marcos dictatorship, faced at least eight coup attempts by military rebels.

The incumbent president himself was seriously wounded during one of those
attempts.
Aquino bared the latest developments in the modernization of the PSG,
including a new war room "to monitor important and critical developments in our
country" and the installation of fiber optic cables to "a more effective and
more secure flow of information."

MANILA, Philippines – The Armed Forces of the Philippines (AFP) on Friday
said there is no plot within the military to oust President Benigno Aquino III
from the presidency.
In a press briefing, AFP spokesman Col. Arnulfo Marcelo Burgos reiterated the
military's support for the current administration.
"As far as the AFP is concerned, the ouster plot is not brewing in the
military organization. Our chain of command remains to be very strong and
everyone adheres to that chain of command and we are in constant communication
with our ground and field commanders and we can assure you that the state of
morale and discipline of our troops remains to be high. There is no brewing
unrest (in the military)," he said.
Burgos also said the armed forces have not monitored any report to remove the
president from office.
"As far as the Armed Forces of the Philippines is concerned, we have not
monitored any report of an ouster plot. The AFP is solidly behind the President
and commander-in-chief and as a professional organization, we are focused in the
fulfillment of our mandate which is to protect the people and hold the
sovereignty and territorial integrity of our country," said Burgos.
He stressed that the military will "continue to monitor and validate
information that we are receiving and we will continue to intensify also
collecting information."
For his part, Department of National Defense spokesman Peter Paul Galvez said
that with or without the reported ouster plot, the DND and the AFP and other
agencies of government "are always in state of readiness to address the spectrum
of security concerns that may beset our President and other key officials of the
government."
"Their personal security and well-being are continuously in check. We wish to
assure the public, that the DND-AFP, together with other concerned government
agencies, work tirelessly to increase our state of readiness and continue
improving our capabilities to address any and all threats to the President, his
family and the nation as a whole," added Galvez.
President Aquino, in his speech during the 26th anniversary celebration of
the Presidential Security Group on Thursday, revealed that there are those who
want him removed from office to prevent the administration to run after those
who committed wrongdoings in the past.
"May ilan pong gustong ibalik ang dating sistema, kung saan kumita sila ng
limpak-limpak na salapi. Dahil alam nilang hindi po tayo papayag, gusto nilang
mawala ako sa eksena para wala nang mang-usig sa kanila," he said.

MANILA, Philippines - President Aquino said yesterday enemies of
reform want him out before his term ends so they can restore patronage politics
and continue their corrupt ways.
"There are some who want to bring back the old system under which they earned
lots of money. Since they know that I won't let them do it, they want me out of
the picture so that no one can go after them." Aquino said in Filipino in a
speech during the celebration of the 26th anniversary of the Presidential
Security Group.
"We're winning gradually. We're restoring the trust of the people as well as
their eagerness to improve," he said. Aquino's mother, the late former President
Corazon Aquino, formed the PSG in 1986 shortly after the ouster of the Marcos
dictatorship.
The elite presidential guard unit was called Presidential Security Command
during the Marcos regime.
The President also thanked Defense Secretary Voltaire Gazmin, who used to
command the PSG during his mother's tenure, for helping repel nine coup
attempts.
Aquino survived an ambush attempt at the height of the 1987 coup. "If there
is an attempt to seize Malacañang, you will be the government's first line of
defense. If you show weakness, the enemy can easily seize victory," he said,
addressing the presidential guards led by Army Col. Chito Dizon.
"I wish to thank the PSG personally. In the 1987 coup, you lost three of your
men. Your unit saved me and a companion from certain death," Aquino told
officials and members of the PSG.
He said the PSG that Gazmin helped found in 1986 was a far cry from the PSC
under Marcos, whose members had been instruments in carrying out the
dictatorship's oppressive policies.
"Secretary Gazmin's efforts have bore fruit. The once feared is now a partner
in public service, and it doesn't hesitate to reach out to the people in
fulfilling its task," Aquino said.
He said he is confident of the PSG's unquestionable commitment to helping his
administration protect its gains in reforms. "I am determined, because I know
the PSG is with me. You, who are my shield against those trying to block change.
It's not only me you are protecting, but also the Office of the President – the
institution that advances the aspirations of the nation," he said.
"Many have profited from wrongdoings, causing much suffering to the people.
It's clear: much in the status quo that we have come upon has not helped the
people," Aquino said.
