MANILA, SEPTEMBER 13, 2011 (TIMES) CONGRESS work is starting to bore Rep. Emmanuel "Manny" Pacquiao of Sarangani province.
Saying that he is a man of action, the boxing champ admitted that he is becoming impatient with the long and tedious process of lawmaking. He is frustrated that measures filed in the House of Representatives cannot be implemented at once.
Pacquiao said that he will no longer seek reelection in 2013 and will instead run for governor of Sarangani province.
"I want to work and implement laws immediately. Here in Congress, when you want something done, you have to file [a bill]. Then you wait for months," Pacquiao told reporters after attending plenary debate on the P1.816 trillion proposed budget for 2012.
"I think I will be able to accomplish more as an executive because I am a man of action. I want the things I want to be implemented done promptly," he added.
But while he is ready to become a governor, Pacquiao said that he is not entertaining thoughts of becoming president.
"No, I don't think about it. What is important is what I can do for the people right now," he added.
Pacquiao earlier backtracked on his plan to run for vice president in 2016, saying that he is too young to seek the post.

Manny Pacquiao revealed to reporters his desire to beat the crap of Juan Manuel Marquez as they clash on November 12 at the MGM Grand in Las Vegas, Nevada.
Pacquiao told Philippine media that he'll make Marquez eat his words stating that Marquez is just overreacting to his past previous fights that he as won both of them. Although Pacquiao is happy on how Marquez is preparing for their WBO welterweight duel, he is confident enough that Marquez will be 100 percent condition during fight night.
Marquez has already asked for a rematch millions of times and this time around the pounder per pound king is ready to give him a match that he would never refuse. Pacquiao, who knocked down Marquez three times in his first bout, has already started his training way ahead of his schedule.
This is a good sign as Pacquiao has promised many of his fans that his third fight with the Mexican will be clear as day as he ensures superiority and dominance to end all rumors. Marquez has already expected that best on Pacquiao and stated that he is training hard to upset the crowd. Coach Freddie Roach has already planned an intensive ten-week training program to prepare Pacquiao for the greatest fight of his life. Pacquiao has openly admitted that he will not underestimate Marquez as he is a master tactician in many fields. Pacquiao has already fought Marquez twice in 2004 and 2008 and he knows that Marquez is not an easy boxer to defeat in terms of speed and dominance.

Juan Manuel Marquez has his wish: another shot at Manny Pacquiao. The fight is set for November 12th in Las Vegas.
The two have already fought twice, resulting in two scintillating, back and forth wars. They seem to be made for each other. Marquez, the patient counter-punching craftsman is 0-1-1 against Pacquiao, the dynamic mega-athlete southpaw, but anyone could have seen each fight go for either fighter.
In their first confrontation in early 2004, Marquez was dropped three times in the first round, caught almost unawares by Pacquiao's speed and (at the time) crushing power. But after losing the second round, Marquez took control of the fight and came back dramatically for a draw. He felt he deserved a decision, as did many ringside observers.
Then, after a series of career mismanagements that led to him losing a title in an ugly fight (that he once again probably deserved the win in) with Chris John for the measly sum of 25,000 dollars, Marquez battled back to the top of the rankings with a feather-in-his-cap win over fellow Mexican legend Marco Antonio Barrera.
He fought Pacquiao again in early 2008, again suffering an early knockdown but winning the majority of the rounds. This time, Pacquiao was awarded the decision in extremely close majority fashion.
Pacquiao has gone onto dominate weight classes above and beyond super-featherweight (130 pounds), where their last fight took place, embarking on a meteoric rise to superstardom. Marquez enjoyed had similar success, taking on all comers at lightweight (135 pounds) and destroying most of them.
The only blemish on his record since then was a twelve round unanimous decision at the hands of Floyd Mayweather, where he was outweighed by 20 pounds and just generally outclassed by an all-time great fighter. And with Marquez's incessant chattering in Pacquiao and promoter Bob Arum's ears and public criticism of increasingly sketchy matchmaking for the Filipino star rising, the fight is finally on.
Manny Pacquiao is scheduled to fight Nov. 12 against rival Juan Manuel Marquez, against whom he is 1-0-1 in two controversial decisions, at the 17,000-seat MGM Grand. But seeing the fight live is going to cost you an arm and a leg.
Tickets to the rubber match won't be available until the first week of August but Bob Arum said the price for Floor tickets will retail at $1,200, while nosebleeds will be sold at around $200.
Manny Pacquiao's lopsided decision victory against Shane Mosley on May 7 generated more than 1.3 million pay-per-view buys and ringside tickets sold for $1,000. Pacquiao's previous best pay-per-view total was the 1.25 million generated by his eighth-round knockout of Oscar De La Hoya and was Pacquiao's second most expensive ringside tickets he ever sold at $1,500.
Arum said Pacquiao-Mosley generated more than $75 million in television revenue with about 700,000 buys coming via cable systems and about 600,000 coming from satellite services and generated a live gate of $8,882,600, the 14th-highest gross in Nevada history from 15,422 tickets sold.
Arum expects a sellout and is confident that it will make a killing in the pay-per-view owing to the controversial that exists between Pacquiao and Marquez.
