TRIBUNE: FREUDIAN SLIPS
MANILA, SEPTEMBER 24, 2011 (TRIBUNE) Very strange it was that Noynoy Aquino, during the question and answer portion at the World Bank Monetary Fund meeting and speech he had in the US, made two disturbing remarks.
He was quoted as having said, in the matter of the Supreme Court (SC)-Malacañang relations, that the high court, over which he had clashed on issues, was "more cooperative" now, and that today, he and the high court are more like partners.
He added, in explaining why the SC is "less hostile" and "more cooperative" today, that certain developments, such as the ouster of Ombudsman Merceditas Guiterrez "sent a signal."
"So what am I trying to say? I think there has been a change in attitude as far as the Supreme Court is concerned. They (justices) are now more like partners than they were before," Noynoy was quoted in the media as saying.
Noynoy certainly has learned quickly to twist things to make himself look good.
For one, it was never the high court that displayed hostility to him. It was in fact, Noynoy who was openly hostile to the high court, especially to its Chief Justice, Renato Corona.
It is undeniable fact that Noynoy, when Corona was appointed Chief Justice of the high court, blasted away at him for being a "midnight appointee" and that his predecessor had no right to appoint a new CJ, insisting that it is he, who should have appointed the replacement of retired CJ Reynato Puno, and not Gloria Arroyo, despite the fact that the SC had already ruled that Corona's appointment to the high court top seat was constitutional. And it wasn't just a one day harangue he went into, on this Corona issue.
Noynoy was clearly hostile to Corona and the high court, whom he branded derisively as the Gloria Arroyo court and further showed his hostility to Corona during his inauguration at the Luneta, where he markedly snubbed the Chief Justice by not even acknowledging him. All that time, Corona took all these insults with dignity and maintained his silence.
It was always Noynoy who was hostile, never the other way around.
Everytime the high court ruled against him and Malacañang, there Noynoy went again, on the attack against the high court.
But it was also clear, from his statements, that Noynoy believes he has successfully "tamed" the high court so much so that he and the court have become "partners" and all because, as intimated by him, the sword of impeachment hangs over the justices' heads, as he referred to the "development" of the ouster of the former Ombudsman and replaced by his appointee, whom he considers "administration-friendly," as a signal sent to the SC.
Apparently, Noynoy does not even realize that the statements he made before the World Bank meeting group were damning to him, as a president of the Philippines, who claims to embrace democracy and good governance, because what Noynoy is really saying is that the high court today now toes the Malacañang line due to the fear of impeachment of the justices, which sword he had used successfully in getting Gutierrez ousted from her position, which clearly was due to the fact that he had promised to release the pork barrel of the congressmen who would vote to impeach Gutierrez. That was out and out corruption he had engaged in to buy the congressional vote. And he claims he is as clean as a whistle and that not a single peso will be spent on corruption? That was a P70 million bribe for each congressman voting as ordered by Noynoy.
What he is really saying that the threat of impeachment on the justices has succeeded in making the high court subservient to him, and now a partner, that, if Noynoy thought about it, shouldn't even be thought of, since the high court and the entire judiciary are an independent and co-equal body, and should not be made a partner of the executive, not subservient to the executive.
But it does look like Noynoy is still into dangling that sword of impeachment, what with his lapdogs in Congress threatening to impeach all the justices who will rule against Noynoy's impounding of the judiciary's hiring funds, and slashing the judiciary and constitutional offices' budget.
Verily, these Freudian slips let loose the real development that power has gone to the head of Noynoy, awakening his dictatorial nature.
