NOY: ROMULO NOT AMONG MY CHOICES FOR COA CHAIRMAN
MANILA, MARCH 15, 2011 (STAR) By Delon Porcalla - Former foreign secretary Alberto Romulo may find depressing the news that President Aquino has been categorical about not appointing him chairman of the Commission on Audit (COA) as he had wished.
The Chief Executive hinted that Romulo, the first finance secretary of his mother, the late President Cory Aquino, in the '80s is not among his choices for the COA chairmanship because he has others in mind.
Aquino made his body language clear when he was asked recently if he was going to appoint Romulo, who went on an indefinite leave, paving the way for the appointment of Albert del Rosario, who was really his first and personal choice for DFA chief.
The President shook his head in disagreement to this writer, who was seated beside him in an informal gathering of Manila-based reporters who covered his Indonesia and Singapore state visits, from March 7 to 11.
The issue was raised after one of the journalists asked if former COA auditor Heidi Mendoza, a whistle-blower on alleged corruption in the Armed Forces of the Philippines (AFP), can have a government post because she is now jobless. Aquino said she can be COA commissioner.
"If she becomes a commissioner then, the COA chairman has to be a lawyer as mandated by law," the President said. Romulo related to reporters that COA chairmanship was once offered to him by the late President Cory Aquino, but that he only chose the Department of Finance.
Romulo, a former senator and executive secretary, said he is an accountant by profession.
