Chinese state media has warned Japan that it will suffer economically for
nationalizing disputed islands, analysts say China has too much to lose to
impose any serious sanctions.
The world's second- and third-largest economies have been involved in a
steadily degenerating spat over who owns an unpopulated – but possibly
resource-rich – archipelago in the East China Sea.
Violent protests shook Chinese cities over several days until Tuesday, with
Japanese shops and businesses the focus of angry mobs demonstrating over Tokyo's
purchase of the Senkakus from their private owners.
Japan controls the islands, but Beijing claims them as the Diaoyus.
Commentators said the demonstrations appeared to have at least tacit blessing
from the authorities, an impression backed up by comments made by the state
media.
The People's Daily newspaper, a Communist Party mouthpiece, warned Beijing
would not back down.
"Amidst a struggle that touches on territorial sovereignty, if Japan
continues its provocations China will inevitably take on the fight," the paper
said. "Japan's economy lacks immunity to Chinese economic measures."
It did add that given the interdependency of the two countries, sanctions
would be a "double-edged sword" for China.
But, in an apparent reference to Japan's "lost decade" after the bursting of
its stock and real estate bubbles, the paper asked: "Would Japan rather lose
another 10 years and even be ready to fall back 20 years?"
As well as straight tariff barriers that any economy has at its disposal in a
trade spat, China has form in just making life difficult for importers.
In May, when Manila and Beijing were involved in a stand-off over different
disputed islands, Philippine fruit exporters complained their shipments were
left rotting in Chinese ports, supposedly because pests had been discovered in
some produce, prompting stricter and more cumbersome quarantine inspections.

On paper, China appears to have the upper hand – its economy has been on a
rapid upward trajectory for years while Japan has been treading water since
around 1990.
In 2010 the Middle Kingdom overtook its smaller neighbor to become the
world's second-largest economy; Japan is only its fourth-largest trading partner
after the US, the EU and Asean.
With a vast population that is rapidly learning consumerism, China is Japan's
single biggest market.
But economists agree that with two way-trade worth $342.9 billion last year,
according to Chinese figures, Beijing can ill afford the economic cost of a
full-fledged scrap with Tokyo.
Jeremy Stevens, Beijing-based economist for South Africa's Standard Bank
Group, said given the high economic stakes, a rational outcome to the current
face-off is likely as "both sides recognize that a rupture will hurt both."
"Global supply chains are so interconnected, multifaceted and complex that it
would be crazy not to appreciate that China and Japan are reliant on one another
in bi-directional and mutually beneficial ways," he said.
"As such, we expect clear eyes and minds to prevail."
While the Made in China tag abounds on consumer goods the world over, the
components that go into making the finished product are not all homegrown.
The mobile phones, televisions and video cameras that fill shipping
containers leaving Chinese ports are frequently assembled from precision parts
made by Japan's finely honed hi-tech industries.
So retribution on Japanese firms could easily rebound on the Chinese
companies that are dependent on know-how on the other side of the East China
Sea, said Professor Ivan Tselichtchev of Niigata University of Management.
"Weakening Japan economically after all goes against the economic interests
of China itself, and Chinese leaders are too pragmatic and too smart not to
understand it," he said.
Chinese threats are "mostly rhetoric and psychological pressure," he said.

"There will be no big 'economic retaliation' from the Chinese side. It will
exert pressure mostly in other areas.
"However, I will not be surprised if it takes some symbolic steps on the
economic front to show its discontent, say, halts this or that particular
investment project or blocks a particular export-import transaction."
Which is exactly what Japanese firms said Friday was starting to happen.
Trading houses Itochu and Sojitz said customs inspections on Japanese goods
were being ramped up at major Chinese ports, not enough to stop them, but enough
to cost time and cause inconvenience.
During the last major diplomatic bust-up over the islands, China dammed
exports of rare earths, minerals vital in the manufacture of the hi-tech
products that are the mainstay of Japan's economy.
But, say industry watchers, there has been no sign of similar action this
time around.
Zhou Yongsheng, professor of international relations at China Foreign Affairs
University in Beijing, said Chinese rhetoric might yet tip over into concrete
action, in the form of a trade war, but it was unlikely.
"Trade sanctions are definitely a double-edged sword… particularly if the
other side takes counter-measures," he said. "Trade sanctions would be a
lose-lose policy."

China has lodged a "strong protest" with the Japanese government
after activists landed on contested East China Sea islands, escalating a dispute
that has emerged as the region's most dangerous maritime flashpoint.
A spokesman for the Foreign Ministry said the landings on the islands, known
as Senkaku in Japan and Diaoyu in China, were "a severe infringement" on the
country's territorial sovereignty, according to the state-run news website,
Xinhua.
About 800 Japanese protesters marched outside the Chinese embassy in Tokyo at
the weekend in response to a wave of anti-Japan protests across China last week.
The dispute is also affecting Japan and China's economic and trade ties.
Japanese companies said they had faced increased scrutiny from customs officials
over the past few weeks and both countries reported a drop in tourism related to
the dispute.
Meanwhile, Japan's ground self-defence force and the US Marine Corp conducted
a joint drill on the western Pacific island of Guam over the weekend, aimed at
defending remote islands from invasion, according to Japan's Kyodo news service.
The drill, observed by media organisations, came just one day after US Assistant
Secretary of State Kurt Campbell confirmed the islands were "clearly" covered by
its security treaty with Japan.
There were some reports over the weekend of efforts to ease tensions between
the two countries, which mark their 40th anniversary of diplomatic relations
this week. These may take place on the sidelines of the general debate session
of the UN General Assembly in New York or via a Chinese delegation that is
reportedly heading to Tokyo this week.
The recent flare-up in the dispute was triggered by Japan's decision to buy
back the islands from their private owner. Some analysts believe it was an
attempt to head off a potentially more dangerous confrontation between Chinese
officials and Tokyo's outspoken governor, Shintaro Ishihara, who flagged the
nationalisation plan earlier this year and was raising funds to buy the islands.
But the government under­estimated the backlash in China.
Linda Jakobson, the East Asia program director at the Lowy Institute, said
the timing could not have been worse. "I think the Japanese Prime Minister was
poorly advised about the fragility of the political situation in China today,"
she said.
"I sincerely worry that a maritime incident before the Party Congress could
force the hand of Beijing's leadership team to be tougher in its response than
it would be once [Vice-President] Xi Jinping has entrenched himself in power."

Some analysts suggest that Australia should take a more active role in
resolving the dispute. The head of ANU's strategic and defence studies centre,
Brendan Taylor, said the government could propose a trilateral security dialogue
among Canberra, Beijing and Tokyo. "I think the dialogue would appeal to China
because it would pull two allies away from the US and allow it to talk to them
separately," Dr Taylor said.
But Dr Jakobson said it would be difficult for Australia to broker a
resolution because of its strong alignment with the US, and Indonesia might be a
better option.
Zhao Gancheng, a director at the Shanghai Institute for International Studies
said Australia needed to act now if it were to have a meaningful impact.
"This is a very critical time and a potentially dangerous situation," he
said.
"I believe that it is not in the interests of either side to have a military
confrontation but they need to do something now to move ahead."

She's a true-blue Cuneta, her father Danny Cuneta (of PAGCOR) being a brother
of the Megastar, but Paula Bianca followed friends' suggestion to drop her
surname so she wouldn't be accused of riding on the magic of that name.
"Besides," conceded Paula, "there's only one Cuneta in showbiz. Nag-iisa lang
siya talaga. When you hear the name Cuneta, only one person comes to your mind —
the Megastar."
During this interview over dinner at her dad's office at Manila Pavilion,
arranged by Daisy Romualdez (Paula's manager and Danny's good friend), Paula's
eponymous debut album (released by Vicor) was playing, all five songs over and
over again — Problemang Puso by Vehnee Saturno), Napapaluha also by Saturno and
Elisette Blancaflor, Napakasakit Naman also by Saturno, Miss Na Miss Kita by
Rico Soliman) and Parting Time by Paul Sapiera.
Listening to Paula's songs, you are convinced beyond reasonable doubt that
she will make it on her own without riding on any relative.
"It's better to make a name not 'by association' but through your own
talent," said Paula who has won two awards so far, Best New Artist last June
from Tambayan 101.9 FM (the only winner who's not from ABS-CBN, the station's
sister company) and Best New Recording Artist from the recent Music Awards of
the PMPC (Philippine Movie Press Club).
In her early 20s, the Masscom magna cum laude graduate from St. Scholastica's
College (Manila) unashamedly confessed that she has never been in love, never
had any boyfriend, even if she sings love songs as if she has gone through the
whole gamut of falling in and out of love.
Do her parents shield her from suitors like what the over-protective
parents of Sarah Geronimo are doing?
"Not really," said Paula, an unica hiya among three children. "Basta, ayoko
muna," smiling at her mom who was seated beside her. "I'm a homebody, at saka
hindi ako lapitin ng boys, hehehehe!" Maybe the boys are intimidated by Paula's
"magna" status. "I hope not," laughed Paula, crossing her fingers.
Speaking of Sarah, last year when Daisy brought Paula to Viva, big boss Vic
del Rosario Jr. thought of building her up as another Sarah Geronimo after he
listened to Paula sing two songs, Bukas Na Lang Kita Mamahalin and You Make Me
Feel Like A Natural Woman (by Aretha Franklin).
"I'm really more into R&B," added Paula. "Aside from songs by Aretha
Franklin, I grew up on those by Alicia Keys, Beyoncé and Whitney Houston. Sila
'yung mga gusto kong maging. Tops among my local favorites si Tita Sharon kasi
magaling siya humagod."
Admittedly a late-bloomer, Paula started singing at 16, pre-occupied as she
was with her other talent, painting. "I started painting when I was three years
old," volunteered Paula. "Even if I never thought of pursuing singing as a
career, I kind of began singing professionally after college. I was inspired and
encouraged by Susana Pichay, my voice coach, who saw me perform during my
recital. I thought singing would just be a hobby."
Any chance of her and her Tita Sharon doing a duet (for a record or in a
concert)?
"Nice idea, why not?" said Paula who keeps in mind reminders from Mega: Love
your fans and keep your feet firmly on the ground.
Aga, Charlene read love poems on Macalintal show
Up to now, election lawyer Romy Macalintal can't get over the
excitement of having Aga Muhlach and his wife Charlene Gonzalez as guests on his
DWBR 104.3 FM weekend program The Law of the Heart is Love.
Recalled Romy, "We had a grand day last week during the pre-taping of their
episodes where they were practically mobbed by their fans consisting mostly of
the employees of DWBR who took that once-in-a-lifetime opportunity to have photo
ops with them which they so kindly and wholeheartedly allowed."
Their episodes have to be divided into two parts: First, the poems read by
Aga and the short interview with him will be aired tonight from 8 to 9 (with
replay on tomorrow, Sept. 23, 9 to 10 p.m. over DWBR, 104.3 FM); and the second
episode which will carry the interview with Charlene and the poems she read will
be aired on Sept. 29 and 30, same time.
Aga will read the love poems I Treasure You and As Long as You Care by James
J. Metcalfe, and Ikaw at Ako by Crisanta Cardeno-Reyes. On the other hand,
Charlene will read Metcalfe's When Cupid Came and As Long as We Love, and the
Tagalog poem Sariling Bayan of Iñigo Ed. Regalado.
"I am sure our listeners will also enjoy another poem of Metcalfe titled
Enduring Date which Aga and Charlene will read together," said Romy. "I slightly
revised the poem to make it a dialogue type of poem reading," as follows:

Muhlach and his wife Charlene Gonzalez (photo, with their twin kids Andres and
Atasha) registered as voters in San Jose, Camarines Sur, where he's running for
congressman (fourth district) in next year's elections.
"CamSur is also home to me and my family," said Aga who revealed that he has
purchased and rented property there since early last year. "Every time we are
free, Charlene and I go home to CamSur. I had our house there renovated. I pay
my bills and my taxes there. Among my relatives there are the Amadors, Romeros,
Abundabars, Borjas, Callejas and Gos."
Asked if he didn't find life in the province dull, used as he is to the
frenzied city life, Aga said that he's a probinsyano at heart that's why he and
Charlene bought a property in Batangas which serves as the family weekend
retreat.
"I love open spaces," added Aga, "to be close to nature and the fourth
district of CamSur is exactly my dream place because it has mountains, the sea,
rivers, waterfalls and farms. Very rich in natural resources."
For sure, the Muhlachs will make the campaign a family effort.

Actor Aga Muhlach officially joined the Liberal Party on Friday and formally
announced his plan to seek the congressional seat in the fourth district of
Camarines Sur in the elections next year.
Muhlach took his oath before Liberal Party president and Transportation
Secretary Mar Roxas, in ceremonies held at the Balai Expo Center in Cubao,
Quezon City and witnessed by other LP leaders like House Deputy Speaker Erin
Tanada and Interior and Local Government Secretary Jesse Robredo.
The longtime matinee idol, who hosts the TV5 travel and adventure show "Pinoy
Explorer", was among the 63 new members sworn into the administration party,
including another actor, Cesar Montano.
Muhlach was accompanied by his wife, actress and TV host Charlene
Muhlach.

- The "American Idol" Season 11 finalists performed at a packed Smart Araneta
Coliseum on Sept. 21, perfectly capping off their 2012 tour that kicked off and
did the rounds in the US.
The contestants are grateful for the support of the Filipino fans, especially
since the Philippine leg of their concert is their sole stop in Asia.
At one point during the show, Filipino-Mexican runner-up Jessica Sanchez told
the crowd, "Mahal ko kayong lahat, thank you so much…"
For her set, the 17-year-old singer opened with Beyoncé's "Best Thing I Never
Had," before she called fellow finalists Joshua Ledet and her boyfriend, DeAndre
Brackensick to provide back-up vocals for her performances of Prince's "How Come
You Don't Call Me Anymore?" and Tina Turner's "Proud Mary."
Loud cheers filled the venue especially when Jessica hit the high notes or
let out her trademark growl.
She also joined season champ Phillip Phillips for his rendition of Damien
Rice's "Volcano," and then Joshua for the Aretha Franklin-George Michael duet "I
Knew You Were Waiting For Me."
Unforgettable show
After the concert, Joshua tweeted, "Will never forget the time we shared here
in the Phillipines (: love you all!"
"Manila thank you for making our last show one we would never forget an
welcoming us with so much love! We can't thank you enough <3 muchlove,"
Hollie Cavanagh posted.
Erika Van Pelt incorporated the famous Filipino expression for "I love you"
in her message.
"Manila!!! You guys came out strong for us tonight. Thank you. Mahal ko Kayo!
#idoltour," she posted.
South Korea-born Heejun Han found Manila "awesome." Interestingly, he added,
"Hey i have a better news! Im coming back on october!!!"

Phillip, who celebrated his birthday in the country on Sept. 20, enjoyed
meeting his fans.
"You all are amazing!" he exclaimed.
A handful of local celebrities who trooped to the concert apparently had a
good time. Doctor to the stars Vicki Belo, for one, described the concert as "so
happy and wild."
"Love the energy," she added.
Former "Pinoy Big Brother" housemate Say Alonzo related that she sat with
Jessica's relatives during the "awesome" concert.
"Super fun concert! Pero nabitin ako. Sana mas maraming songs si Jessica:),"
she also said.
Ruffa Gutierrez's daughters Lorin and Venice had a "blast" during the
concert, according to the TV host-actress. "They are singing, dancing,
screaming! wish I was there!"
In other news, Jessica will stay longer in the Philippines to attend to other
engagements, including endorsements for a local clothing brand and a fast food
chain.

NOY RECALLS HIS DAD'S SUFFERING UNDER MARTIAL

Willard Cheng - President Aquino struggled to keep his emotions in check as
memories came rushing back on the 40th anniversary of the declaration of martial
law.
In a speech during the inauguration of the refurbished Aquino-Diokno
Memorial, Aquino recalled how he saw his father, the late Senator Ninoy Aquino,
suffer when he was placed in solitary confinement, along with Jose "Pepe"
Diokno.
The Memorial houses Aquino's and Diokno's detention center, which has been
preserved and turned into a mini museum.
Aquino remembered how his father was stripped of his clothes, wedding ring,
and eyeglasses, which triggered headaches.
At one point, Aquino had to apologize for breaks in his speech, saying
memories of his father's ordeal came rushing back.
"Kaya madalas na sumakit po ang kanyang ulo noong mga panahong iyon dahil
talaga pong napakaimportante po iyong salamin sa aking ama. Sa loob ng maliit,
masikip, at mainit na silid-Pasensya na ho kayo, marami akong naalaala nitong
mga oras na ito-malalaman lang nilang dalawa na sila'y buhay pa kapag kumanta
ang isa ng Lupang Hinirang, at tumutugon naman ang kabila sa pag-awit ng Bayan
Ko," he said.
Marcos rule 'like a wild dog'
Aquino admitted that it is still hard for him to watch the video of his
father's assassination.
He said that as the only son, he had wanted to exact revenge from his
father's oppressors.
"Aaminin kong hanggang ngayon, mahirap pa rin sa aking balikan at panoorin
ang mga video ng huling mga sandali sa kanyang buhay: kung paano siya kinapkapan
para tiyakin kung may suot na bullet proof vest o wala, at kung paano siya
pinabagsak ng mga putok ng baril. Bilang nag-iisang anak na lalaki, mauunawaan
siguro ninyo kung gaano ko ninais na gumanti sa nang-api sa aming ama, at sa
ating bayan. Itinuring kong isang sinasapiang aso ang rehimeng Marcos na gusto
kong wakasan," he said.

The President realized that the best way to move forward is to sacrifice
oneself.
"Ang paninindigan ng aking ama, at ang ibinunga ng kanyang sakripisyo ang
nagbigay ng sagot sa aking mga katanungan. Tulad nina Rizal, Gandhi, at Mandela,
anuman ang dinaanan niyang pagdurusa, hindi natinag ang kanyang prinsipyo. Sa
halip, lalo itong yumabong. Umuwi siya ng Pilipinas na puno ng pag-asa sa
kakayahan ng Pilipinong bumangon, at sa pananampalataya sa Diyos. Nakahanda
siyang itaya ang lahat, kahit na ang sarili, sa paniniwalang ito. Para sa kanya,
ang paraan lamang upang maiwasan ang pagdanak ng dugo ay ang kahandaang
isakripisyo ang sarili."
Finding justice for Ninoy
Speaking to reporters, the President indicated that there are efforts to
convince those who had received the orders to kill his father to reveal what
they know.
"'Yung conspiracy napatunayan na naman 'yon sa paglilitis nila ng
Sandiganbayan pati na ng Korte Suprema. At saka nakailang kaso na naisampa
patungkol dito. So, dahil doon nakulong 'yung sila General Custodio, at saka mga
miyembro nung noong tinaguriang AVSECOM," Aquino said.
"Ngayon, 'yung pagdating doon sa lampas pa nung level nila batid naman natin
na nakatakas 'yung mga sinasabi ko ngang parang gitna doon sa talagang nag-utos.
At ito'y sinusubukan pa rin nating i-follow up, ano, na baka makumbinsi itong
mga ito na medyo may edad na rin na maisawalat 'yung kanilang nilalaman."
But the President sees no breakthrough soon.
"Pero sa totoo lang at siguro maging practical tayo dito, nakinabang silang
itikom 'yung kanilang mga bibig so, baka magpatuloy sila doon sa kanilang
desisyon na 'yan. So, kung titingnan lang natin 'yung naipatunayan na sa akin,,
at least, lumabas sa korte, parehas 'yung usapan doon, pinangalagaan ang
karapatan ng lahat ay napatunayan na merong conspiracy sa pagpaslang sa aking
ama.

Apology to Diokno family
In his speech, the President apologized to the Diokno family, saying that
Senator Diokno was dragged into solitary confinement only because of the article
that his father wrote against the dictatorship. The article was published in
Bangkok Post.
"Siguro samantalahin ko na rin ang pagkakataon humingi ng paumanhin sa mga
Diokno. Alam po n'yo, ang sumulat ng artikulo tatay ko lang. Ang pinarusahan
tatay ko at saka si Senator Diokno. Nadamay lang ho si Senator Diokno dito at
baka ho never kaming nagpasalamat sa inyong pakikisama at humingi ng tawad sa
pagkadamay n'yo, kaya publicly humihingi ako ng paumanhin sa ngalan po ng amin
pong pamilya," he said.
Ills of martial rule

The President spoke of the ills of martial rule, which led to atrocities and
made poverty in the country worse.
He said things are different now. He pointed out that the "concentration
camp" that had served as his father's detention cell has become a reminder of
the excesses of the past.
"Ang lugar na ito na minsang ginamit ng diktadurya upang pagmalupitan ang
nanindigan para sa katwiran, ay isa nang pananda na magpapaalala sa atin sa mga
kamalian ng nakaraan. Ang Hukbong Sandatahan na dati'y kinasangkapan sa paniniil
ng mga Pilipino, maaasahan nang kabalikat sa pangangalaga sa kapakanan ng
sambayanan," he said.
The Memorial

Their respective cells now contain life-size wax figures of Aquino and Diokno
along with their bare furnishings, depicting how they endured their 30 days of
detention in Laur.
Other rooms are similarly preserved, including that one of the
officer-in-charge of the detention facility, then Lt. Voltaire Gazmin who
happened be Ninoy Aquino's wedding godson.
"Ninoy didn't recognize his godson, who was in civvies, until the latter
greeted him as 'Ninong.' Lt. Gazmin apologized to his godfather, saying he was
just following orders. Ninoy told him that he understood," a label outside the
room reads.
Gazmin later became the chief of the Presidential Security Group during the
presidency of Cory Aquino and was appointed Defense Secretary by the current
President Aquino.
Only Cory, Noynoy didn't cry

The President's eldest sister, Ballsy Aquino-Cruz recalled how shocked the
Aquino family was when they were finally allowed to see Ninoy who had lost
significant weight.
It became more painful to see their father cry. Ballsy said only her mother
Cory, and her brother Noynoy were able to control their emotions.
"It was obvious that Mr. Marcos wanted to break dad's spirit. It was in
solitary confinement though that my dad discovered a deeper sense of being.
Prayer and reflection gave himself the strength and clarity of mind to carry on.
Dad was never alone. God's hand worked at every moment," Bally said in her
speech.
Ballsy then recalled how Gazmin would give Ninoy powdered milk when Ninoy
refused to eat the food he was given lest he be poisoned.
AFP human rights dialogue
The President also inaugurated the AFP Center for Human Rights Dialogue,
meant to serve as a venue for regular interaction between the military and human
rights stakeholders and other sectors.
It houses rooms named in honor of Aquino and Diokno.
The AFP says The Memorial and Center signify the commitment of the military
to democracy and human rights.

FORT MAGSAYSAY, Nueva Ecija —President Benigno Aquino III was 13 when he
first set foot in this military camp, where his father, the late former Sen.
Benigno Aquino Jr., was initially held in solitary confinement at the onset of
martial law.
Their family visited the elder Aquino here in 1973, recounted the President
who returned to Fort Magsaysay on Friday to open a human-rights center and a
shrine to mark the 40th anniversary of President Marcos' declaration of martial
law.
Many things have changed since Marcos' ouster in a citizen-backed military
uprising in 1986, Mr. Aquino said.
"We have gone a long way," he said. "This place, which the dictatorship once
used to oppress those of us who stood up for our rights, is now a symbol that
reminds us of the mistakes of the past. The Armed Forces of the Philippines,
which was used to tyrannize Filipinos, can now be depended on as allies to
protect our people."
Mr. Aquino opened the Aquino-Diokno Shrine and the AFP Center for Human
Rights Dialogue (AFP-HRD) at the reconstructed detention cell of his father and
former Sen. Jose W. Diokno. The building used to house the Army's intelligence
service office.
When martial law was declared on Sept. 21, 1972, Senators Aquino and Diokno
were arrested and detained in Fort Bonifacio until March 12, 1973, when they
were taken to the military camp here and kept in separate cells.
"Sa lugar na ito tinangka ng diktadurya na tuluyan nang burahin ang kanilang
prinsipyo't durugin ang kanilang diwa (In this place, the dictatorship attempted
to erase their principles and crush their spirit)," Mr. Aquino said.
Present at the opening of the shrine and the human rights center were the
President's eldest sister Ballsy, members of the Diokno family and Defense
Secretary Voltaire Gazmin who,
Mr. Aquino said, was the young soldier assigned to guard his father's cell.
Gazmin, the President said, assured him that the senator would get adequate
food.
When he first saw his father here, he did not cry, Mr. Aquino said. Instead,
he was overwhelmed with anger at the authorities who had abused their power.

It was then that he started questioning events and seeking answers by
reviewing history, he added. "Ano ang puno't dulo ng diktadurya? Paano
mawawakasan ang kalupitan? (How does a dictatorship start and end? How do we end
cruelty and oppression)?" he had asked.

From his prison cell, Senator Aquino continued to write about the excesses of
martial rule, which angered Marcos, the President said.
"Dahil sa paghahayag niya ng katotohanan, pilit pinatikom ang kanyang bibig
sa paraang laganap at kinasisindakan ng madla: ang malupit at marahas na kamay
na bakal ng diktadurya (Because he exposed the truth, they tried to silence him
in a way that would strike fear among the people: (by using) the iron fist of
the dictatorship)," he said.
Mr. Aquino also took the occasion to personally apologize to the Diokno
family for the senator's imprisonment.
"Alam po ninyo, ang sumulat ng artikulo, tatay ko lang. Ang pinarusahan,
tatay ko at saka si Senator Diokno. Nadamay lang ho si Senator Diokno dito, at
baka ho never kaming nagpasalamat sa inyong pakikisama at humingi ng tawad sa
pagkakadamay n'yo. Kaya publicly humihingi ako ng paumanhin sa ngalan po ng
aming pamilya (It was my father who wrote that article but they punished him and
Senator Diokno. Senator Diokno was collateral damage and we've never had the
chance to express our gratitude for your solidarity nor have we apologized for
dragging your family into this issue. So I am publicly offering an apology on
behalf of our family)," the President said.
He added: "Our experience is shared by thousands of families who suffered the
wrath of martial rule. Their relatives were arrested or had disappeared, and
have yet to be found to this day."
But the country is in a different situation now, the President said, as he
urged the military and all Filipinos to cherish freedom and uphold human rights.

"Patuloy sana nating isabuhay ang paninindigan ng akin pong ama at ni Senador
Jose Diokno, at ng mga nagbuklod sa Edsa. Pinatunayan nilang posible ang
pagtutuwid sa sistema nang walang pagdanak ng dugo (I hope that we continue to
live the conviction shown by my father and Sen. Diokno, and by all the people
who gathered at Edsa. They proved that it's possible to correct a system without

Yamsuan, Norman Bordadora - Senate President Juan Ponce Enrile on Wednesday
disclosed notes written by Philippine Ambassador to China Sonia Brady that he
said showed Sen. Antonio Trillanes IV was working for Beijing in the dispute
between the Philippines and China over Panatag Shoal in the West Philippine Sea.

On the day the Philippine Daily Inquirer in an exclusive report outlined the
emergence of Trillanes as President Benigno Aquino's back-channel negotiator
working independently of the Department of Foreign Affairs (DFA), Enrile read
into the Senate record Brady's purported notes of a meeting with the junior
senator.

This followed a rare clash on the Senate floor before a national TV audience
when Trillanes, who walked out as Enrile was interpellating him, accused the
Senate President of being a "lackey" of former President Gloria
Macapagal-Arroyo.
The Senate President ticked off 20 items in the Brady notes, including a
point Trillanes purportedly said that in the Philippines "no one cares" about
Panatag Shoal (Scarborough Shoal), where Manila had a confrontation with Beijing
in April when the Philippine Navy intervened to stop the poaching of endangered
marine species and corals by Chinese fishermen.
"I do not want to discuss anymore this sordid matter. It is enough that I
read the notes of Ambassador Brady to unmask this 'Phantom of the Opera' in
Philippine politics. My God, this guy is a fraud."
He also called Trillanes a "fifth columnist"—referring to a clandestine force
in Madrid supporting rebels from within—before he walked off the rostrum.
The harsh exchanges between Trillanes and Enrile revealed deep divisions in
the conduct of Philippine diplomatic initiatives in the standoff with China.

Del Rosario's curt remarks
Foreign Secretary Albert del Rosario (photo), in a series of
interviews with senior Inquirer reporter Gil Cabacungan, complained that "while
back-channeling has its purpose, it's doing more harm than good." He said that
it was important that "we speak with one voice on this matter."
In the interviews, Trillanes accused Del Rosario of drawing the United States
into the dispute that he said tended to exacerbate tensions instead of ease
them.
On Wednesday, Del Rosario issued a curt message, saying he would not dignify
accusations by Trillanes.
"The DFA executes the foreign policy of the President. We will not dignify
those who are working to divide us," Del Rosario said.
Privilege speech on CamSur
In a privilege speech on Camarines Sur, Trillanes decried Enrile's alleged
"bullying" of other senators just so the Senate would approve the controversial
bill dividing Camarines Sur into two provinces.
He said Enrile was either "deeply indebted to" or a "lackey" of Arroyo. He
said Arroyo had "personally called up" the Senate President to ask that he
"speed up the measure."
Enrile accused Trillanes of trying to control the damage wrought by the
Inquirer report. He said Trillanes delivered a privilege speech on the Camarines
Sur bill to "camouflage" his mistake.
Protecting China
According to Enrile, the items in the Brady report dated Aug. 17 purported to
show:
That the Chinese wanted the Philippines to "tone down the rhetoric" on its
incursion in Panatag Shoal.
That Trillanes suspected that the United States was involved in creating
tension in Panatag Shoal and that Del Rosario was "committing treason."
That Trillanes "was protecting the Chinese," "was alarmist" and accused Del
Rosario of "creating a war event."
That Trillanes asked businessman Manuel V. Pangilinan, a close friend of Del
Rosario, to advise the secretary "to keep quiet, to quiet down" apparently
because the secretary held a press conference decrying Chinese presence in
Panatag Shoal
That Trillanes stated "no one cares about Panatag Shoal in the Philippines."

That Trillanes said the Philippines "cannot enforce coastal protection" since
fishermen subsist only on fishing and cannot venture far out.
That Trillanes boasted that he was able to make 40 Chinese ships leave
Panatag Shoal.
That Trillanes volunteered to become the "direct channel" between China and
Malacañang.
Bullying
Enrile also said Brady quoted Trillanes saying that Del Rosario should be
replaced by incoming Interior Secretary Manuel Roxas.
Before Enrile took out Brady's notes, he and Trillanes engaged in a heated
debate following the younger senator's speech.
Raising the bullying charge, Enrile asked whether there had been any instance
when he asked Trillanes "to vote according to my wishes."
"That's irrelevant," Trillanes shot back.
"You're telling falsehoods here. You are angry at me because you asked me for
an additional budget in your oversight committee and I did not allow it," the
Senate President revealed.
Special envoy status
Enrile also recalled that after Trillanes won a Senate seat while
incarcerated in Camp Crame for leading the Oakwood mutiny in 2003, he "went out
of my way to talk to people to guarantee your presence in the Senate" in an
effort to convince authorities to free Trillanes.
Enrile said Trillanes apparently resented his question during a Cabinet
meeting in May on who authorized Trillanes to talk to the Chinese.
"The President told it to your face," Trillanes said, referring to his
special envoy status given by Malacañang.
"Wasn't it your duty to notify the Office of the Senate President when you
leave this country?" I don't know how many times you have been to China but I
recall six times? I am now hearing reports you were there 15 times," Enrile
noted.
"Are you becoming the fifth columnist of China in this country? Who paid for
those trips to Beijing?" he then asked Trillanes.
Enrile then showed the Brady notes and asked whether Trillanes would want him
to read them.
"Those might reveal sensitive information on foreign relations and national
security," Trillanes warned.
"Do not teach me about proceedings," Enrile answered in a raised voice.
Out of order
At this point, Trillanes walked out of the session hall.
"He's a coward. Senator Trillanes even instructed Mrs. Brady not to take
notes," Enrile said and began to read from the ambassador's report.
"The Senate President may reveal sensitive information pertaining to foreign
relations and national security and I believe it is out of order," Trillanes had
warned the floor.
Trillanes said his trips to China were authorized by President
Aquino (photo).
"I have already informed the people. I'm not obliged to inform the Senate
President and all this line of questioning is irrelevant again. And should this
line of questioning continue I will have to say that I will refuse to yield
anymore," Trillanes said.
"Either way, I have lost trust, faith and confidence in Senator Enrile's
capability to lead the Senate along the path consistent with the reform agenda
that I espouse," he added.
Trillanes, a member of the Nacionalista Party, said he was leaving the
majority coalition in the Senate and joining the minority.

MANILA, Philippines – President Benigno Aquino III has appointed Senator
Antonio Trillanes IV as special envoy to help in the government's negotiation
with China over the Scarborough shoal dispute, the senator himself said on
Wednesday.
"[It's a] back-channel arrangement so meaning I was the especial envoy of the
President," Trillanes told reporters in the Senate.
"Yes I had the authority of the President," he said when asked if the
appointment was made formal.
But asked again if the appointment was put in black and white, the senator
said, "No black and white [deal]."
Trillanes quickly pointed out however that the President himself during a
Cabinet meeting has announced that he had authorized him to talk in behalf of
the government.
He also corrected presidential spokesperson Edwin Lacierda's statement that
it was him who approached the President to help in the negotiation.
It was Executive Secretary Paquito Ochoa, Trillanes said, who asked him to
help the government in one of their conversations sometime in May this year.

IMPRISONMENT
The Manila Peninsula rebellion occurred on November 29, 2007 at The Peninsula
Manila hotel in Makati, Philippines. Senator Antonio Trillanes IV, Brigadier
General Danilo Lim, and 25 other Magdalo (mutineers) officers walked out of
their trial and marched through the streets of Makati.
The mutineers called for the ousting of President Gloria Macapagal-Arroyo,
and seized the Rizal function room on the second floor of the Manila Peninsula
Hotel along Ayala Avenue. Former Vice-President Teofisto Guingona, Jr. as well
as some of the soldiers from the Armed Forces of the Philippines joined the
march to the hotel.
After several hours, Trillanes and Lim surrendered to government forces after
a military armored personnel carrier barged into the glass door of the hotel
lobby and the hotel walls and windows sustained weapons damage. Trillanes and
the mutineers were arrested while several journalists covering the event were
detained. The journalists were subsequently released.

soldiers with armed guards, on trial for the 2003 Oakwood Mutiny, walked out of
court and marched towards the luxury Peninsula Manila Hotel.
They were joined by former vice-president Teofisto Guingona, Jr., who called
the gathering "New EDSA". They were also joined by other military personnel and
civilians carrying M-16 or M-14 rifles.
The soldiers, some of whom were carrying and wearing Magdalo (mutineers)
flags and pins, marched along Makati Avenue and occupied The Peninsula Manila
Hotel's second floor. Sen. Trillanes and Brig. Gen. Lim stayed in the Rizal
function room negotiating most of the time.

Arroyo called for an emergency Cabinet meeting as she took a helicopter back
to the Malacañan Palace amid tight security.
Novaliches Catholic Bishop Antonio Tobias, Infanta Bishop Emeritus Julio
Labayen, Jimmy Regalario of the Kilusang makabansang Ekonomiya, Father Robert
Reyes, former University of the Philippines president Francisco Nemenzo, Bishop
Julius Labayen, Bishop Antonio Tobias, and Fr. Robert Reyes joined Trillanes's
group, as Executive Secretary Eduardo Ermita and Presidential Spokesperson-Press
Secretary Ignacio Bunye rushed back to Malacañang.
The Presidential Security Group sealed off the Palace while troops secured
the North and South Luzon Expressways. A website soon appeared, proclaiming Lim
and Senator Antonio Trillanes IV as the leaders of the coup.
The website entry read: "Senator Antonio Trillanes, Brig. Gen. Danilo Lim,
Magdalo soldiers, their guards and the people have started marching towards
Makati triangle. [...] We presently find in existence a dangerous concept where
the armed forces now owe their primary allegiance and loyalty to those who
temporarily exercise the authority of the executive branch of the government
rather than to the country and the Constitution they have sworn to protect.

The latest coup bid in the Philippines ended on Thursday in a military assault
on a luxury hotel and a fusillade of shots but no casualties. Elite military and
police units stormed the Manila Peninsula Hotel, a plush icon in the sprawling
city of 12 million people, and arrested rebel soldiers, a senator and a handful
of priests who had taken over the building and called on the army to
mutiny.]

declared a red alert status in Metro Manila as a result of the incident.
At 2:46 pm PST, Police Director Geary Barias, chief of the National Capital
Region Police Office, ordered everyone inside the Manila Peninsula to vacate,
according to reports on radio and television. "I am asking all guests of the
hotel to leave so that we can do our jobs," Barias said in a live interview.
Siege and assault
The Philippine military rushed at least three battalions of infantry,
consisting of roughly 1,500 troops, to Metro Manila's Makati business district
to crush the mutiny.
The Philippine Marines on Thursday said it would be loyal to the chain of
command and would help crush the rebellion led by Sen. Antonio Trillanes IV and
Brig. Gen. Danilo Lim. The Marines sent three armored personnel carriers and two
trucks of troops to Makati to support government police and military units in
the area.
Judge Oscar Pimentel, Makati Regional Trial Court, issued an arrest warrant
and Director Geary Barias, National Capital Region Police Office director,
stated "Arrests will be made at 3 pm". The Philippine National Police (PNP) gave
Sen. Antonio Trillanes IV and Brig. Gen. Danilo Lim until this time to
surrender, as it evacuated guests and personnel inside
The Peninsula Manila Hotel. Lim stated: "We make this fateful step of
removing Mrs. Macapagal Arroyo from the presidency and undertake the formation
of a new government."
The planned assault was held off until 3:58 pm. At 3:58 pm, 50 Special
Weapons and Tactics commandos lined up outside The Peninsula Manila Hotel to
enforce the arrest of rebel soldiers.
The commandos, who were carrying gas masks, went into formation after rebel
soldiers refused to accept warrants for their arrest. There were indications
that the armed rebel soldiers inside the hotel were ready for battle.

Armored personnel carriers and Armoured fighting vehicles (AFV) of the police
and the military were also dispatched around the building. The movement
intensified after 4 pm, when policemen in full-battle gear fired warning shots
as they prepared to storm the hotel. Footage taken by ABS-CBN Sky Patrol
showed Special Weapons and Tactics commandos moving in battle formation towards
the hotel.
Glass on the windows was broken to allow the dispersal of tear gas to those
held up inside the hotel. Afterwards, an exchange of fire was heard between the
military and the Magdalo Group.
Firing stopped at 4:30 pm. Bishop Julio Labayen appealed: "Please do not
storm the place.. so nobody gets hurt." (4:37 pm) Various TV and radio crews, as
well as other media personnel, were trapped in the hotel, while the Palace
appealed to media and the public to stay away from Makati.

The AFV broke into hotel lobby at 5:10 pm, with soldiers pouring into the
hotel.
Sen. Antonio Trillanes IV and Brig. Gen. Danilo Lim decided to surrender to
the arresting authorities to avoid loss of lives as several journalists and
other civilians were with them. Director Geary Barias declared that the standoff
at the Manila Peninsula Hotel was over as the mutinuous soldiers agreed to leave
the hotel and surrender to Barias after the 6 hour siege (5:30 pm).
Arrests

Tordesillas, Trillanes offers no apology to what he and some 300 members of
the Magdalo group did last July 27, 2003, which was to declare a withdrawal of
support from a president who they believe betrayed the trust of the people.
Although his entry into politics indicates that he is going mainstream in
pursuing reforms in governance that he envisions, he says radical means cannot
be totally ruled out if the government goes against the interest of the people.
He said Arroyo has made the situation ripe for it.
Trillanes, Lim, and their cohorts, and Guingona were arrested by the
Philippine National Police and were sent to National Capital Region Police
Office headquarters in Camp Bagong Diwa, Taguig. ABS-CBN News and Current
Affairs, Bloomberg News, NHK, DWIZ, Manila Bulletin and Malaya journalists who
were covering the event were also arrested.
All of them were asked to leave their belongings and to not bring anything
with them. They were advised by a lawyer not to talk as what the police were
doing was against the law and violated their rights.
Roman Catholic priest Fr. Robert Reyes and Bishop Julio Labayen were also
seen boarding the same bus where the arrested press correspondents were
transported in. The Special Action Force was involved in arresting Brigadier
General Danilo Lim.
Trillanes said he was ready to face whatever charges the government will give
him.
In a TV interview with ABS-CBN, National Defense Secretary
Gilberto Teodoro (photo) defended the arrests of media reporters as the
arresting officers "didn't know the journalists and may have mistook them as
renegade soldiers," although it should be noted that several of these
journalists were hosting several prominent TV programs. Several journalists,
mostly from TV and radio, were released at the NCRPO HQ.
It was announced that a curfew from midnight to 5 am will be implemented in
the regions of Metro Manila, Central Luzon, and CALABARZON for the night of
November 29–30.
Aftermath
The Philippine National Police ordered a manhunt for the soldiers who escaped
from the hotel, including Marine Captain Nicanor Faeldon; meanwhile, several
persons of interest were detained at Camp Bagong Diwa in Taguig. Several
journalists were also "processed" at Camp Bagong Diwa and were subsequently
released. On December 1, fifty individuals, including Trillanes, were charged of
rebellion at inquest proceedings.
On December 3, the Peninsula Manila became fully operational with an
estimated damage at US$ 1.2 million.

The next day, Armed Forces chief-of-staff Hermogenes Esperon announced the
arrest of Communist New People's Army operative Myrna Hombrebueno in connection
with the rebellion, proving the connection between the Communists and rebels.

Had Trillanes succeeded, according to Esperon, a National Transition Council
(NTC), allegedly would replace the Arroyo administration, and the Philippines
put under a "lean and mean" military and police force (per 5-page document –
"Proposed Program").
Razon himself revealed that a "female press reporter" provided Faeldon a fake
press I.D. card that caused his escape and that he is still inside Metro Manila.
Razon also sacked the Makati City police chief for failure to prevent the
walk-out.
The Makati City Regional Trial Court (RTC), upon receiving the cases on
December 6, dismissed the cases against Guingona, Reyes, and other civilians, on
December 13.
Reactions
Local community Chief Justice Reynato Puno reiterated that he is not
interested in a proposal to head a caretaker government if President Arroyo is
removed from power.
Sen. Rodolfo Biazon, a former Armed Forces chief of staff, said he hopes that
the situation will not end up in "soldiers killing each other. I hope no more
officers and even enlisted men are going to be sacrificed because they were
either influenced or they were ordered to do things. I hope the turn of events
[is] not going to be rejected by our people,"
Sen. Gregorio Honasan, who was implicated in the Oakwood mutiny, called for
calm and sobriety.
Sen. Juan Miguel Zubiri called on the government to begin the negotiation
efforts. He suggested that Honasan is the "best person" to lead the
negotiations.
Senate Minority Leader Aquilino Pimentel Jr., meanwhile, said he supports the
calls for President Arroyo's resignation but he said these should be done
through peaceful means.
Sen. Benigno Aquino III said the move of Trillanes reflects the "utter
frustrations" of many Filipinos.
Sen. Manuel Roxas II, however, said any call for reforms should be done
through legitimate programs and not through force.
Justice Secretary Raul Gonzalez said that President Arroyo will not declare a
state of emergency because of the mutiny.
Press Secretary Ignacio Bunye said law enforcers were given internal
guidelines on how to handle Trillanes and his group.
Defense Secretary Gilbert Teodoro has ordered the re-arrest of Sen. Antonio
Trillanes IV and Brigadier Gen. Danny Lim.
Interior Secretary Ronaldo Puno said, "We will finish it today"
Lingayen-Dagupan Archbishop Oscar V. Cruz declared his support to the
Rebel-turned-Senator Trillanes and echoed his call for the resignation of
President Gloria Macapagal-Arroyo.
Armed Forces of the Philippines Chief General Hermogenes Esperon meanwhile
said that that they will take full measures to prevent any trouble in the
area.
Col. Ricardo Nepomuceno of the Philippine Military Academy said that they are
now on alert as well. Nepomuceno said that there have been no reactions from the
cadets in the academy.
CBCP president and Jaro Archbishop Angel Lagdameo stated that the standoff
and curfew serve as preview to Martial Law: "Yesterday and last night, the
people hold-in at Peninsula Manila had a foretaste of what Martial Law could be.
God save us from the worse!"
The Foreign Correspondents Association of the Philippines (FOCAP) [Burd Wang,
Manila Correspondent of Guangming Daily of China] stated in a letter to Ignacio
Bunye that the journalists arrested were "treated arbitrarily by authorities; We
hope, that through your office, there will be no repetition of this deplorable
action."
The National Union of Journalists of the Philippines (NUJP) said in a
statement that the Philippine National Police (PNP) treated the journalists as
"enemies of the state. We protest in strongest terms the PNPs move to forcibly
bring some journalists to the National Capital Region Police Office in Bicutan
and condemn the confiscation of video footage of the day-long stand-off at the
Manila Peninsula Hotel."
Accordingly, the PNP leadership apologized to media representatives and crew,
but it refused to accept that their response was "overkill".
Mariano Garchitorena, the Manila Peninsula hotel's public manager, stated
that: Trillanes and company were gentlemen "To be fair di naman sila nag-abuso
ng hotel namin (To be fair, they did not abuse our hotel staff). They were very
gentlemanly in their act. They did not bother our staff and they did not bother
our guests; He (Trillanes) assured us that they meant no harm to civilian to
guests and all our staff of course."
The Philippine Press Institute, in a statement, described the detention of
mediamen as an "unprecedented assault on press freedom. Patently
unconstitutional and carried out with such impunity that the innocent captives
were treated like common criminals, cuffed, ordered to raise their hands in
surrender, and bussed to the country's most notorious camp, Bagong Diwa, in
Bicutan."
Speaker Jose de Venecia, Jr. agreed with Trillanes that there should be
"reforms at the top; the rule of law must prevail in our people's collective cry
for reforms; Without a doubt we need reforms at the top. That is the reason we
launched the moral revolution so the nation can retake the moral high ground and
decisively move from the continuing crisis in our midst to a renewal of our
values."
Judge Oscar Pimentel, Makati Regional Trial Court Branch 148 said "the
walkout (actions) of some of the accused were an entirely different case and has
no bearing from the one being tried before his chamber".
Interior and Local Government Secretary Ronaldo Puno chided Makati City Mayor
Jejomar Binay to punish Makati police officials for not immediately informing
him about the Siege, instead of blaming the Philippine National Police.
Sen. Jamby Madrigal, who was the biggest campaign contributor of Trillanes
when he ran for senator,did not visit Trillanes at Camp Crame detention center
and parted ways: "Thank you, Sonny (Trillanes's nickname). But let us just part
ways."
International community
Australia: The Australian Embassy cautioned their citizens and said,
"Australians are advised to avoid the immediate area. Further demonstrations
could occur over the weekend (December 1–2, 2007)"
Canada: Canada's Department of Foreign Affairs and International Trade has
posted a warning on its website for Canadians living in the Philippines to be
careful with the implementation of the curfew.
Singapore: Singapore has advised any Singaporeans in Manila to monitor any
changes regarding the mutiny and to check in with the Singaporean embassy.
South Korea: South Korea has advised all South Korean citizens and nationals
to avoid going to the Manila Peninsula for the next 4/5 days as a safety
precaution. The South Korean President also said they do not support any
military coup de`etat such as the Manila Peninsula Rebellion or the Oakwood
Mutiny.
United Kingdom: The British Embassy advised its nationals to exercise caution
and take sensible precautions, and avoid large crowds and gatherings. The
statement said, "You should exercise caution and take sensible precautions for
your personal safety and avoid any large crowds, political gatherings and
demonstrations. You should also keep yourself informed of developments and
follow the advice of local authorities"
United States: "The United States and the Philippines are long-time
democratic allies and the US Embassy wishes to take this opportunity to
reiterate our government's support for the rule of law, constitutional order,
and the government of the Philippines; a statement from the US Embassy in Manila
said, U.S. Ambassador Kristie A. Kenney has spoken with officials at Malacañan
Palace to reiterate our confidence that this incident is swiftly and peacefully
resolved by the Philippine National Police, supported by the Armed Forces of the
Philippines, in accordance with Philippine law." Kenney stated: "No, we do not
support extra-constitutional means to change government, in the Philippines or
anywhere else in the world, I think it's always disturbing when you see people
behaving contrary to the rule of law and constitutional authority; Washington
will continue to "remain a very, very strong ally" of Arroyo, who is President
George W. Bush's key ally in the Southeast Asian theatre of the US-led "war on
terror; "We want this country to move forward."

CHIU, GMA News - President Benigno Aquino III has asked Foreign Affairs
Secretary Albert del Rosario and Sen. Antonio Trillanes IV to refrain from
making further statements regarding their alleged rift in connection with the
territorial dispute with China.
"I suppose the point of view of the President is: Does it help solve the
issue if a party keeps on talking," said presidential spokesperson Edwin
Lacierda at a press briefing in Malacañang on Thursday.
"That's the reason why the President has asked both parties to refrain from
making any statements," he added
Trillanes had reportedly belittled Del Rosario's efforts in resolving the
conflict with China during his backroom negotiations with Chinese officials in
July — a move that put the neophyte senator in the center of controversy.
In a short statement Wednesday, Del Rosario maintained that the department
"executes the foreign policy that is mandated by our President."
"We must not be distracted by those who want to divide our country and there
must be one policy and one team to promote our national interest," he said.
In a heated argument on Wednesday, Senate President Juan Ponce Enrile called
Trillanes a fraud for allegedly undermining the Philippines' interest in his
backchannel talks with Chinese authorities regarding the Panatag (Scarborough)
Shoal. Reading from the notes of Philippine Ambassador to China Sonia Brady,
Enrile revealed that Trillanes said the Philippines "does not care about the
Panatag Shoal."
Lacierda cited the sensitivity of the country's territorial dispute with
China as reason why Aquino implored the two to refrain from making comments on
the matter.
"The reason why the President is silent is because, rather than engage media
first, he would like to speak to both Secretary del Rosario and Senator
Trillanes," he said.
"I think that's the most decent thing to do, na kausapin muna 'yung mga taong
concerned bago siya magsasalita sa media. And I think that's a modicum of
decency on our part," he added.
On Trillanes' claim that he has a right to speak as senator of the Republic,
Lacierda said: "The position taken by Senator Trillanes is that he is a senator
of the Republic. We respect that."
However, Trillanes should help resolve the issue more privately, Lacierda

Palace: Trillanes asked for China job By PATRICIA

Contrary to statements made by Sen. Antonio Trillanes IV that he was
sent by President Aquino to lead backchannel negotiations with China, a Palace
official said Wednesday that it was the other way around, with Trillanes asking
for the job.
"The President was approached by Senator Trillanes [to say that] 'there's a
way forward to hold these things," presidential spokesperson Edwin Lacierda told
reporters in a briefing.


"This was during the height of the tensions between China and the Philippines
and the President said 'let's keep our options open,'" Lacierda added, saying
the President agreed to Trillanes' proposition.
Lacierda, however, declined to elaborate on the exact nature of Trillanes'
role as 'special envoy.'
Trillanes: I did not volunteer for the mission
But in an interview with reporters on Wednesday, Trillanes denied asking for
the assignment. "That's definitely not the case," he said.

He explained that he was in Malacañang sometime in May for a social gathering
when Executive Secretry Paquito Ochoa brought up the issue.

"Sometime in May nagkausap po kami ni Executive Secretary Ochoa at lumabas sa
conversation namin 'yung situation noon sa Scarborough at nagtanong siya kung
baka pwede raw ako tumulong. So sabi ko sige," he said.

"Nung nag-official visit naman ako last year (sa China) we were able to
initiate some or make some contacts so sabi ko sige open up lang namin yun pero
sabi ko kailangan ko authorization from the President. So in that sense, hindi
mo masasabing nag-volunteer or nilapitan, nagkataon na lumabas yun sa
conversation namin at that time," he said.

He also clarified that he does not have any disagreements with Foreign
Affairs Secretary Albert del Rosario.

"The President, through the DFA, is still the source of foreign policy in the
country. Ako po I was just tasked to help deescalate yung situation sa
Scarborough noong Mayo at yung ngayong improved situation natin is a result nung
collective effort nung lahat ng involved," he said, adding Aquino has always
been calling the shots.

Trillanes said he had communicated with eight different people through three
different channels during his mission. "Let's just say they were high enough to
make things happen," he said.
Confidential mission
Earlier in a radio interview, Trillanes said he was assigned the backdoor
mission by the President himself.
"I got into this mission as an envoy of the President... so confidential
mission [ito]," Trillanes told dzBB in a radio interview.
Trillanes, a former Navy officer who faced rebellion and coup d' etat charges
during the Arroyo administration, got his temporary freedom in December 2010
during the first months of the Aquino administration.
He had been in jail since the July 2003 Oakwood mutiny, but won a Senate seat
during the 2007 polls. In January 2011, he applied for amnesty, which was
approved the same month.
Enrile surprised Trillanes' role has baffled even Senate President Juan Ponce
Enrile, who said he was surprised upon seeing Trillanes in a Cabinet meeting
last July regarding the territorial dispute with China.
"I just learned about it when I was invited in Malacañang during a Cabinet
meeting, when he (Trillanes) was making a report for the Cabinet and he was
making complaints against the Department of Foreign Affairs," he said.
"I was surprised to see him there," Enrile admitted.
In a privilege speech Wednesday, Trillanes accused Enrile of being a lackey
of former President and incumbent Pampanga Rep. Gloria Macapagal-Arroyo. He then
announced that he is bolting out from the Senate majority bloc.
Trillanes also walked out of the session hall when Enrile began to answer his
allegation.
'Minor successes'

Lacierda said Trillanes' efforts have resulted in "some minor successes," but
declined to elaborate on the details of these gains.
On the fate of Trillanes as backchannel negotiator, Lacierda said, "The
President will still talk to him about this."

At the same press briefing, Lacierda stressed that Foreign Secretary Albert
del Rosario continues to enjoy the trust and confidence of the President, and
remains on top of negotiations with China.

"So, if you're asking me: Does the Secretary of Foreign Affairs have the
trust and confidence of the President? I can say that categorically," Lacierda
said.

At the same time, Lacierda said Del Rosario was informed of Trillanes' role.

Meanwhile, responding to questions on whether China might view the presence

of Trillanes as backdoor negotiator as divisive, and if Trillanes' coming out in
the open diminishes the legitimacy of Del Rosario as negotiator, Lacierda said
it was immaterial since at the end of the day, the chief policy maker remains
the President.

"The situation there is that the Secretary of Foreign Affairs gets his
marching orders from the President. The position taken by the secretary of
Foreign Affairs is also the same position taken by the President. So, it is
irrelevant how China views Secretary Del Rosario because the policymaker, the
chief policymaker is the President," Lacierda said. — with

He refused, however, to elaborate on the matter.

Trillanes issued the statement after Enrile himself revealed that the former
Navy officer wants him removed from the top Senate post.

A member of the Philippine Military Academy Class of 1995, Trillanes faced
rebellion and coup d' etat charges during the Arroyo administration. He got his
temporary freedom in December 2010 during the first months of the Aquino
administration.

He had been in jail since the July 2003 Oakwood mutiny, but won a Senate seat
during the 2007 polls. In January 2011, he applied for amnesty, which was
approved the same month.
On Wednesday, Trillanes bolted the Senate majority bloc, saying that he has
lost faith in Enrile's leadership.

He made his move after accusing Enrile of being a bully and a lackey former
President Gloria Macapagal-Arroyo.

Enrile has since denied Trillanes' claims.

On Thursday, he also dared Trillanes to get the needed votes to oust him as
Senate chief.

"He can go around, it doesn't matter to me. I don't care if he's talking to
anyone...he's not worth my while," said Enrile, a former defense minister and a
veteran politician.

"Dapat sinabi niya sa akin, gusto niya maging Senate president. Bigay ko sa

Enrile: Trillanes lying, no phone call from Gloria Arroyo

Senate President Juan Ponce Enrile on Thursday said Senator Antonio Trillanes
IV was lying when he alleged that President Gloria Macapagal-Arroyo called on
the Senate chief to push for the passage of the bill dividing Camarines Sur.


"I have no phone call from GMA [Mrs. Arroyo's initials]. There was none,"
Enrile told reporters in an interview.
In a report on GMA News TV's News to Go, Elena Bautista-Horn, spokesperson of
Mrs. Arroyo, also denied that the former Philippine leader made a phone call to
Enrile on the matter. Mrs. Arroyo now represents the second district of Pampanga
in the House of Representatives.

, On Wednesday, Trillanes accused Enrile of pushing for the passage of House
Bill 4820, which seeks to divide Camarines Sur into two provinces and create the
new province of Nueva Camarines in the Bicol region, on the request of Mrs.
Arroyo.
Accusing Enrile of being a lackey of Mrs. Arroyo, Trillanes then bolted the
majority in the Senate and joined the minority. "I have lost trust, faith and
confidence in Senator Enrile's capability to lead the Senate along the path
consistent with the reform agenda that I espouse," he said.
But in denying Trillanes' accusation, Enrile said: "Hindi ako nilapitan ni
President Arroyo o ni President Aquino tungkol sa CamSur, hindi ko alam at
palagay ko walang senador na nakakaalam na interesado si President Arroyo
tungkol sa paghahati ng probinsya ng Camarines Sur."
"This is strange information to us which makes me believe that Trillanes is
lying and that he is using this in order to cover his ass," he added. "Siguro
gusto niyang gamitin yun para lumabo yung usapan... sasabihin niya na siya ay
kontra kay GMA."
Oppositors of the bill believe splitting the province is meant to create new
districts to benefit political families there. Sen. Joker Arroyo, who is from
Bicol, said dividing the province would benefit only the people of the
province's fourth district, home turf of Rep. Arnulfo Fuentebella, who is on his
last term as congressman.

Camarines Sur Rep. Luis R. Villafuerte Sr., who supports the division, was
quoted in reports as saying that the bill has unified the group of Fuentebella
and legislators identified with Arroyo: Rep. Rolando Andaya of the first
district, a long time budget chief of Mrs. Arroyo, and Rep. Dato Arroyo, the
former president's son.

Both Dato Arroyo and Andaya had benefited from the creation of an additional
district in Camarines Sur in 2010, as they were supposed to run against each
other in a single district.
Friends with Mrs. Arroyo
Admitting he was friends with Mrs. Arroyo, Enrile said he has no personal
interest in the division of the province.

"Kaya lamang ay dapat pagbotohan dito para malaman ang desisyon ng Senado
dahil ang maghuhusga diyan ultimately ay mga taga-Camarines Sur, hindi kami,
sapagkat sila ang magbobotohan kung hahatiin nila yung probinsya," he said.

"At sa aking paningin, dapat bigyan natin ng pagkakataon ang mga
taga-Camarines Sur na magdecide kung gusto nilang hatiin ang probinsya nila o
hindi yun lang naman sa akin," he added.

Senator Bongbong Marcos Jr., chair of the committee hearing the CamSur bill,
said he only heard about Mrs. Arroyo's supposed phone call from Trillanes and
another person. Marcos is the chairman of the Senate committee on local
government.

"We heard that one of the people who told us was Sen. Trillanes. I don't,
know it's possible. [But] I don't want to ascribe motives to anything he
[Enrile] is doing," Marcos said.

But he stressed that Enrile never pressured him to do anything.

"What he has been telling me continuously... reminding me, is time of the
essence. May hard deadline which is the filing, not naman madaliin, sana
paabutin," he said.

"That's the only thing he would tell me about itbut he would always [say
after] I'm not telling you what to do but may time element itong bill na ito,"
he added.

Marcos likewise said that no one from Mrs. Arroyo's camp approached him.

"Ang kumakausap lang sa akin yung proponents. Sila ang mga naglalakad dito,"

MANILA - Former President Gloria Arroyo's camp is saddened she has
been dragged into the word war of Senators Antonio Trillanes and Juan Ponce
Enrile.
In a statement, her spokesman Elena Bautista Horn said, "We are deeply
saddened that her name is being dragged again into another controversy and this
time being wrongly used to sow disrespect to a venerable and independent
institution like The Senate."
Horn stressed Arroyo is taking care of her health and her legislative work.

"As we all know, the former president's priority now is very much centered on
her wellness and her health condition and utilize whatever strength is left in
serving her district in Pampanga. She chose to focus on her legislative work,"
she said.
Horn added, "She regrets that her name is being used to discredit and malign
the name of a much respected official of the land like the Senate President."

Trillanes has accused Enrile of being a lackey of Mrs. Arroyo for pushing the
Camarines Sur bill, which would divide the province to the benefit of her son,
CamSur 2nd District Rep. Dato Arroyo, and 3-term Congressman Luis
Villafuerte.

MANILA, Philippines - Some senators on Thursday denied Senate President Juan
Ponce Enrile is railroading the passage of the bill seeking to divide the
province of Camarines Sur, contrary to Sen. Antonio Trillanes IV's claim when he
delivered a scathing speech against Enrile on Wednesday.
Sen. Aquilino Pimentel III, (photo) who is not in favor of the
measure, pointed out that the bill has in fact been pending at the committee
level for a long time.
"Hindi mo masasabing minamadali," he said, adding that Enrile never pressured
him or other senators to vote in favor of it.
"Wala naman siyang sinabi sa akin on how to vote," Pimentel said.
Sen. Gregorio Honasan II said that Enrile's style in discussing bills is to
always have "maximum consultation."
Enrile makes sure every senator is able to give his or her input, he added.
"Ang importante dito, may consensus building. Wala akong nakitang railroading or
bullying or imposition."
"Lahat ng mga sensitive and delicate issues, ikinokonsulta niya sa ibang
senador. Never did he become a bully in the Senate," said Senate President Pro
Tempore Jinggoy Estrada.
Enrile reiterated that he never railroaded the measure, and said he's not
personally interested in its progress.
He said he simply entertained those lobbying for the measure, and denied ever
getting a call from former President Gloria Arroyo to hasten the bill's passage.

Enrile recalled that when senators were discussing the bill in a caucus last
July, Trillanes came in late and wanted to stop the discussion.
"Ang gusto niya hindi naman pag-usapan. Hindi puwede yun," Enrile said. "Who
is he? He's only one vote."
For Enrile, Trillanes only issued the Camarines Sur issue to cover-up for
what he believes is his irregular role as a backdoor negotiator with China over
disputed territories.
